The IT Project Manager position is in the Technology and Integration Office (TIO) for the Department of Veterans Affairs' (VA) Office of Electronic Health Record Modernization (OEHRM), within the Office of the Deputy Secretary of VA (DEPSECVA). The VA OEHRM is responsible for ensuring that VA successfully prepares for, deploys, and transitions to, a new Electronic Health Record (EHR) system.
Duties
Manage the development, modification, enhancement, deployment or decommissioning of a product, service, or system and is constrained by the relationships among scope, resources, and time.
Define functional and technical requirements that works by utilizing established systems development and project management techniques.
Ensure solutions are compliant with architecture and engineering designs and on track with key integrated master schedule (IMS) milestones.
Create project documentation, such as system requirements and flow diagrams, as required by developed specifications within the contract.
Plan and coordinate systems design, development, and implementation as defined in the project requirements.
Determine suitability of items and coordinate the involvement and support of technology groups, hardware vendors and software vendors.
Work collaboratively with all stakeholders and partners to ensure that interim and "to be" solutions seamlessly address stakeholder/partner requirements.
Ensure project and system acceptance by coordinating customer approvals across affected organizations and operational groups.
The person selected for this position may be designated to perform as a Contracting Officer's Representative (COR), which will require the person to obtain and maintain the appropriate Federal Acquisition Certification (FAC).
Telework/Virtual: This position may be filled at the facility where the position is located (VA Central Office, Washington, DC) or in person - telework authorized (i.e., the employee may work at a VA facility or other VA-leased space other than the facility that is hiring the employee) and is authorized for telework up to 50%. VA supports the use of telework and filling virtually to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Telework eligibility and potential duty location may be discussed during the interview process.
Work Schedule: Monday-Friday between 8:00a-4:30p EST

Physical Requirements: The work is sedentary. Some work may require walking and standing in conjunction with travel and to attend meetings and conferences away from the work site. Some may be required to carry light items, such as papers, books, or small parts, or drive a motor vehicle. The work does not require any special physical effort.

The Selective Placement Factor for this position is: Extensive experience applying the principles, methods, and techniques of information technology (IT) assessment, planning, management, monitoring, and evaluation, such as IT baseline assessment, functional analysis, contingency planning, and disaster recovery.
In addition to meeting the basic requirements and selective placement factors, candidates must also meet the grade level requirements as outlined below.
GS-13 grade level: One year of specialized experience (equivalent to the GS-12 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Experience developing new and emerging technology applications and their impact on business processes; architectural methodologies used in the design and development of information systems; implementing systems life cycle management concepts used to plan, develop, implement, operate, and maintain information systems; and applying systems analysis concepts and methods for application software design based on customer business requirements.
There is no educational substitution for the GS-13 level.
