This position is located in the Department of Homeland Security (DHS), Management Directorate, Office of the Chief Information Officer, Solutions Development Directorate, and is responsible for managing a concerted effort for OCHCO and OCIO to identify and act upon opportunities that improve the overall delivery of HR services and associated metrics for the benefit of the DHS Human Resource Management.
Duties
The Human Resources Information Technology (HRIT) (Technical Liaison) closes the communication and operational gaps between the Office of the Chief Human Capital Officer (OCHCO) and the Office Chief Information Officer (OCIO). The incumbent manages a concerted effort for OCHCO and OCIO to identify and act upon opportunities that improve the overall delivery of HR services and associated metrics for the benefit of the DHS Human Resource Management.
Specific responsibilities include:
The HRIT (Technical Liaison) serves as a Senior-Leader responsible for establishing a cross-functional informational program that works across DHS components to provide strategic and tactical advice on how to assess and deliver critical technical solutions.
Serves as an embedded senior resource to reduce friction and provide executive level guidance to the DHS CIO and DHS CHCO for IT Human Capital (HC) solutions, developed, implemented, and operated as part of the HRIT Portfolio.
Provides executive advisory and technical expertise to the OCHCO. In collaboration with OCHCO's Human Capital Business Solutions (HCBS) the incumbent maintains a comprehensive view of how data and processes are automated to support the DHS workforce.
Provides expert guidance, recommendations, and leadership to deliver IT solutions for human capital business processes and data analysis.
Updates the Chief Information Officer (CIO) and CHCO Leadership monthly on organizational accomplishments, current challenges, and support requirements.
Assists in HRIT program assessment and issue mitigation with access to needed OCIO resources.
Coordinates with OCHCO in facilitating collaboration across DHS Component OCIO and OCHCO organizations to gain consensus on data use.
Provides strategic advice on the definition, implementation, and measurement of OCHCO information system goals.
Participates on Integrated Project Teams (IPTs) for the development of acquisition and program management documentation.
Requirements

- You must be able to obtain and maintain a Top Secret Sensitive Compartmented Information (TS/SCI) security clearance.
- You must submit to a drug test and receive a negative test result prior to appointment to this position.
- Selectee may be required to serve a one-year probationary period.
- Selectee may be required to serve a one-year supervisory probationary period.
- Selectee will be required to complete an OGE 278, Executive Personnel Financial Disclosure form.
Qualifications
This is a Senior Level (SL) position, and applicants must demonstrate that they meet the Basic Requirements AND Mandatory Technical Qualifications below.
BASIC REQUIREMENTS: To meet the minimum qualifications for this position, you must meet the Basic Requirements: Individuals must have IT-related experience demonstrating each of the four competencies listed below:

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
TECHNICAL QUALIFICATIONS (TQS) (MANDATORY):In addition to Basic Requirements, you must possess ALL mandatory Technical Qualifications (TQs). These qualifications would typically be acquired through education, experience, and training which reflect progressive development and achievement in leading teams and/or projects for a comprehensive business program in a complex organization. Typically, experience of this nature is gained at or above the GS-14/15 grade level in the Federal service, or its equivalent with state or local government, the private sector or nongovernmental organizations. An individual's total experience and education must demonstrate the ability to perform the duties of the position.
All applicants must show evidence of the following TQs below in order to meet basic qualifications for this position. Please label and include your name on each page. Please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled managing a large public or private sector organization that administers complex, rules-based benefits or services, etc. It is recommended that you draft your TQ(s) in a word document and then upload into the system. You must address each TQ separately, and you should not exceed two pages per TQ. You are required to respond to all TQs. If you fail to do so, you will be rated as 'ineligible'.
TQ 1: Demonstrated expertise in forming and fostering a coalition of Human Resources and Information Technology professionals to establish and achieve Human Resources Information Technology (HRIT) milestones, address emerging requirements across program milestones, and identify and overcome program resistance throughout the program lifecycle.
TQ 2: Demonstrated expertise in leading intra-departmental HRIT solution engineering, integration, implementation, and operations to enhance efficiency, effectiveness, and cost savings.
You must submit TWO written TQ narrative statements (including your IT-related experience demonstrating each of the four competencies) that clearly and concisely document specialized experience.
Note: Responses to TQs must not exceed 2 pages per TQ, for a total of 4 pages.
