This is a developmental position leading to the full performance level of GS-12. Closer supervision and technical guidance and/or on-the-job training are provided. Duties are gradually broadened so the incumbent is eventually performing all of the duties of the full performance level, position description number 8D0590.
At the full performance level, the Hearing Operations Management Specialist provides a variety of administrative management functions in areas of, but not limited to, budget and financial management; contract administration; labor management and employee relations; management information and analysis; safety and occupational health; and security, performing a variety of analytical and advisory services to support office operations. The incumbent provides advice, information, and recommendations to the Hearing Office Chief Administrative Law Judge and the Hearing Office Director to assist in decision-making.

Qualifications
Applicants must have 52 weeks of specialized experience at the grade level listed below or equivalent, which is in or related to the work of the position to be filled and has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position.
GS-11: Fifty-two weeks of specialized experience at least equivalent to the GS-9 that provided knowledge of SSA/OHO programs, practices and organizational policies that equipped the applicant with the ability to research, analyze situations and provide recommendations; prepare reports; convey information orally and in writing OR preparing/monitoring budgets, advising/consulting on personnel management workloads, or investigating/addressing physical security concerns.
GS-12: Fifty-two weeks of specialized experience at least equivalent to the GS-11, examples include: comprehensive knowledge of SSA/OHO programs, practices and organizational policies; experience providing technical advice and guidance in the areas of employee relations, safety and security, pay and leave, invoicing, resource allocation and monitoring; advising on administrative issues related to budgets, preparing budget justification, performing complex research and formulating a course for action or resolution, planning and coordinating work activities, drafting correspondence and conducting briefings.

Education
For GS-11: Ph.D. or equivalent doctoral degree, or three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree, or LL.M.
For GS-12: Education is not applicable at this grade level.
Combining Education and Experience: Experience and education as described above may be combined to meet the minimum qualification requirements. Experience and education will be computed as percentages of the overall requirements and must equal to 100 percent when combined.
Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11.
Note: One year of full-time graduate education is considered to be the number of credit hours that the school you attended has determined to represent one year of study. If this information cannot be obtained from your school, we will consider 18 semester/27 quarter hours to be equal to one year of full-time study. If selected, you may be required to provide your official college transcripts prior to the effective date of the personnel action placing you into the new position.
