This position is located in the Adjudication Policy Division, Office of Adjudication, Passport Services, Bureau of Consular Affairs (CA/PPT/S/A/AP), Department of State. This office is responsible for policy development and implementation; regulations and manuals (8 FAM and 8 FAH); adjudication procedures; performance plans and job elements (Adjudication);and Passport Recovery Program.
Duties
Reviews, analyzes, and participates in the formulation of policies and procedures on passport and nationality adjudication for operational planning and dissemination to the passport agencies and centers.
Coordinates changes in passport adjudication and nationality (both acquisition and loss) policy and procedures with appropriate other Passport Directorate and Bureau of Consular Affairs offices.
Manages a portfolio of assigned agencies and centers. Reviews, analyzes, and evaluates adjudication methods, procedures, and best practices and maintains liaison with Adjudication Managers and Supervisory Passport Specialists.
Maintains liaison and provides facilitative assistance to passport agency and center Adjudication Managers.
At the GS-12 level, the incumbent performs essentially the same duties as outlined above; however, the scope and complexity of assignments are of less responsibility and independence and receives closer than normal supervision.

- Must be able to obtain and maintain a Top Secret security clearance.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
There is no substitute of education for specialized experience for the GS-12 position.
Experience establishing liaison within and outside one's organization;
Experience assessing the effectiveness of an organization's programs;
Experience with U.S. citizenship and nationality laws; and
Experience with examination, adjudication and processing of passport applications.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience with complex passport adjudication requirements;
Experience establishing and maintaining liaison within and outside one's organization;
Experience with the development of nationwide policies related to Passport Services; and
Experience with drafting and editing policy/decision papers.
There is no substitute of education for specialized experience for the GS-13 position.
