The primary purpose of this position is to serve as a program analyst at the Air Staff level and to provide Air Force and Air National Guard expertise in planning, organizing, and developing Planning, Programming, and Budgeting and Execution (PPBE) support of major Air Force missions and operational plans for the Air National Guard.

Duties

Applying Air Force experience, analyzes major Air Force programs to provide planning, programming, and budget guidance in reference to Air National Guard force structure and to facilitate the identification and determination of alternative ways to achieve the best mix of forces, equipment, and support attainable, within fiscal constraints, for major mission and operational plans. Provides procedural and policy guidance to Air Staff, MAJCOMs and the ANG. Performs ongoing evaluation and analysis of Air National Guard execution in the Planning, Programming, Budgeting and Execution (PPBE) System actions in support of major Air Force mission and operational plans. Analyzes the effect of changes in plans on the PPBE processes, developing changes in areas where necessary and preparing justification rationales to support the changes. Prepares and presents high level briefings of conclusions; many being highly subjective and not readily susceptible to verification until actual operational situations are encountered. Prepares reports, responses to queries, justifications and background papers on the technical aspects of areas of expertise and assignment. Maintains a continuous liaison with other Air Staff and ANG Functionals, other service headquarters counterparts, and DOD offices to integrate ANG and Air Force PPBE support actions. Provides results of studies, analyses, and evaluations to counterpart agencies to share experiences and resolve controversial issues, and thereby improve overall defense level planning in areas of assignment.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of advanced management and organizational principles and practices and a comprehensive knowledge of planning, programming, and budgeting regulations, guidelines, and processes; and a thorough knowledge of planning, acquisition, and management process to provide support to long-range plans such as war, mobilization, exercise, deployment, and similar operations planning efforts. High degree of skill in analyzing and comparing cost benefits, cost projections, budgetary tradeoffs, fiscal strategies, and programmatic factors to produce fully justified options that can be presented to higher levels of management for use in defending fiscal decisions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the Department of Defense Planning, Programming, Budgeting and Execution (PPBE) System, and Department of Air Force policy, procedures, and schedules for developing Program Objectives Memoranda, Budget Estimate Submissions and Financial Plans; and methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclamas, and issue papers. 2. Knowledge of Air Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. 3. Knowledge of the relationship of the various Air Force entities involved in overall planning and execution of military operations and evaluations, and the way the PPBE process supports them. 4. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. 5. Ability to communicate effectively both orally and in writing; negotiates complex issues; and maintains good working relations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL CONDITIONS OF EMPLOYMENT: Position is designated special-sensitive and requires eligibility for access to SCI, other intelligence-related special sensitive information, or involvement in Top Secret SAP to fully perform the duites and responsibilities of the position. A non-disclosure agreement must be signed. A favorable suitability determination is required before appointment. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Category II/Type 5 (Code O). The incumbent is subject to random testing for drug use.
