Duties

This Program Analyst position is located in Enterprise Support (ES), Administrative Services (AS), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to: Analyzes and evaluates systems, processes and procedures for assigned program area(s) to develop and propose recommendations to improve effectiveness and efficiency of operations. Applies a variety of quantitative and qualitative analytical and evaluative methods to assess program operational efficiency, effectiveness and viability. Reviews laws, regulations, and polices to assess, evaluate, and advises on adopting sustainable practices for assigned program(s) and/or projects. Identifies and proposes technically sound and administratively compliant solutions to a range of recurring issues requiring considerable judgment to ensure that recommendations and approaches best meet TSA operational needs. Conducts studies that may impact other programs, projects, or processes or that cross functional or organizational lines. Initiates, tracks and follows up on cases and studies, ensuring timely completion and regulatory compliance. Collaborates with program sponsors, managers, specialists, and other stakeholders across TSA to ensure program operations support and/or meet initiatives, goals, and objectives. Creates reports, informational summaries, briefings, and other written materials for internal and external stakeholders. Develops and provides formal and informal presentations and briefings on program operations and activities for variety of audiences, including senior management and external stakeholders. The major duties described above reflect the full performance level of this position. Typically, the lower pay band (H Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

Qualifications

To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience at the SV-G or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Providing program and/or project management support on administrative related activities; Conducting research, studies or analyses to evaluate program efficiencies and develop and recommend solutions for operational improvements; Drafting a variety of communication products (i.e., correspondence, briefings, reports, talking points etc.). For example, must have experience in preparing and coordinating correspondence, reports and responses to requests from organizational leadership or stakeholders. To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Conducting research, studies or analyses to evaluate program efficiencies and develop and recommend solutions for operational improvements; Providing advice and guidance to management on program strategies that impact program operations; Drafting a variety of communication products (i.e., correspondence, briefings, reports, talking points etc.). For example, must have experience in preparing and coordinating correspondence, reports and responses to requests from organizational leadership or stakeholders; Analyzing and developing policies and procedures to ensure policies are in alignment with overall program goals and objectives. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
