The primary purpose of this position is to as a geographic region and Combatant Command subject matter expert, providing insight and execution of Intelligence, Surveillance, and Reconnaissance management of CCMD mission areas, including global force management, special reconnaissance operations, EXPRESS operations, ISR assessments, and global command. *Salary ranges includes local market supplements*

Duties

DUTY 1: Provides insight and execution management of ISR mission areas including global force management (GFM); processing, exploitation, and dissemination (PED); special reconnaissance operations (SRO); EXPRESS operations; CCMD ISR operations; global ISR performance assessments; ISR future capabilities advocacy. DUTY 2: Develops and presents products reporting ISR capabilities, operations, and assessments to a wide variety of joint staff, service, national, and coalition customers. DUTY 3: Serves as a senior adviser and primary consultant on a wide variety of complex and non-routine ISR operations projects, programs, and teams to support the Joint Staff and CCMD ISR planning and operations. DUTY 4: Plans, directs, and oversees ISR operations. Manages, oversees, and integrates functions to provide ISR intelligence and situational awareness necessary to successfully plan and conduct operations in support of a CCMD Commander's area of responsibility. DUTY 5: Serves as a senior technical authority conducting periodic and comprehensive assessments & evaluations of CCMD ISR and space goals & objectives to provide a basis for long-range planning to enhance CCMD ISR capabilities.

Qualifications

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: skill in applying a comprehensive range of intelligence research, collection methods, and dissemination applications and methodologies that include the evaluation of many diverse sources of information utilizing multiple intelligence information systems; knowledge of the national intelligence community, Joint, DoD structure, organizations and mission/functions, FVEY partners, inter-relationships, and operations; knowledge of policy and doctrine associated with ISR asset force management, as well as joint war-fighting doctrine and command interrelationships; knowledge of ISR systems operations, platforms, sensors, and supporting architectures, including tasking, collection, processing, exploitation, and dissemination (TCPED) asset capabilities and interrelationships. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. In-depth knowledge of, and ability to apply, a wide range of ISR and space theories, concepts, principles, performance characteristics, transmission media, and operational capabilities sufficient to evaluate and/or develop procedures, policies, practices, proposals, methods, and approaches. 2. Knowledge of a comprehensive range of intelligence research, collection, processing, and exploitation methods, techniques, and practices sufficient to evaluate the effectiveness of multi-source intelligence and dissemination information systems/capabilities to interpret policy, and to advocate for/commit resources. 3. In-depth knowledge of, and significant skill in applying, national intelligence community, Joint, DoD, and ISR structures, organizations, missions, functions, inter-relationships, and operations. Knowledge of ISR system operations, platforms, sensors, and supporting architectures including Tasking, Collection, Processing, Exploitation and Dissemination (TCPED) asset capabilities and interrelationships. 4. Skill in conducting unbiased complex research, identifying appropriate available systems/data sources, and producing assessments sufficient to leverage agency capabilities and integrate FVEY allied/coalition assets and resources. Skill in communicating effectively with others, both orally and in writing; in working out solutions to problems or questions related to the work; and succinctly delivering written and/or verbal presentations to senior level audiences for decision-making purposes (e.g., JCS leadership, legislative branch level organizations, etc.). 5. Ability to maintain control of classified material; quickly assimilate disparate data; render knowledgeable and accurate assessments of the implication of such data; make decisions, estimates, and recommendations under conditions of urgency and pressure based on mature judgment and experience; and present and/or justify a position effectively. 6. Ability to plan, organize, and direct in-person or virtual engagements across the IC community and CCMD intelligence and operational staffs. CONDITIONS OF EMPLOYMENT CONTINUED: 1.Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. 2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
