This position is located in the Department of Housing and Urban Development, Asst Secretary for Housing-Federal Housing Commissioner.
Duties
The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As a REALTY SPECIALIST, you will:
Serve as a technical advisor to the Property Disposition Division Director or Supervisory Realty Specialists on all matters related to the relocation of tenants and the acquisition, management, repair and sale of HUD-owned projects, relocation of tenants and foreclosures of defaulted loans.
Assist the Division Director and Supervisory Realty Specialist/Branch Chief, in resolving technical work problems not covered by established policies or procedures and may develop solutions that are precedent setting, and in estimating and reporting on expected time of completion of required work.
Prepare and review disposition and foreclosure recommendations.
Perform pre-acquisition procedures requisite to assuming ownership and management.
Develop recommendations for assuming interim control through petitioning courts for appointment as mortgagee-in-possession or as receivers.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: To be qualified for this position at the GS-12 level, you must have at least one year of specialized experience equivalent to the GS-11 level. Specialized experience for this position is defined as:
Developing solutions to organize and deliver to business partners to increase consistency and accountability; AND
Providing technical assistance regarding a variety of real estate activities to internal and external stakeholders, such as: Property Disposition, Tenant Relocations, Section 8, affordable housing preservation and property management functions in Multi-Family housing; AND
Performing analysis and recommendation for real estate activities, such as: Property Disposition, Tenant Relocations, Section 8, affordable housing preservation and property management functions in Multi-Family housing.
Specialized Experience: To be qualified for this position at the GS-11 level, you must have at least one year of specialized experience equivalent to the GS-09 level. Specialized Experience for this position is defined as:
Assist in responding to inquiries and explain Realty services, processes, and procedures for Property Disposition, Tenant Relocations, Section 8, or affordable housing preservation and property management functions in Multi-Family housing; AND
Assist in performing real estate project management using multiple project management tools to manage the project from inception to closeout or disposition; AND
Assist in collaboration, coordination, and consult with internal and external stakeholders.
OR Education:
You may substitute education for general or specialized experience as follows: Education: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related.
OR Combination:
You may qualify on a combination of education and experience: To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
Specialized Experience: To be qualified for this position at the GS-09 level, you must have at least one year of specialized experience equivalent to the GS-07 level. Specialized Experience for this position is defined as:
Maintaining and retrieving information from various automated data systems; AND
Participating in preparing and providing oversight to management with realty transactions for review and approval; AND
Compiling research to assist in making decisions and determinations for inquiries.
OR Education:
You may substitute education for general or specialized experience as follows: Education: Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D.
OR Combination:
You may qualify on a combination of education and experience: To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-12 you must have been at the GS-11 level for 52 weeks.
For the GS-11 you must have been at the GS-9 level for 52 weeks.
For the GS-9 you must have been at the GS-7 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
Education
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the
