The primary purpose of this position is to ?provide Common Operational Picture (COP) and Geospatial/Geographic Information Systems (GIS) management to the command, enhancing the command's ability to make efficient and effective decisions throughout the USNORTHCOM area of responsibility.
Duties
Common Operational Picture (COP) Manager.
Manages operational data selection, sharing, and collaboration.
Subject matter expert for COP tools and computer and network issues relating to command and control.

- This position has been designated as Special Sensitive. The employee is required to obtain and maintain a Top Secret/Sensitive Compartmental Information clearance as a condition of employment.
- This position is designated by the Air force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Incumbent is subject to random testing for drug use.
- As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) when required, to submit to urinalysis testing.

Qualifications
CONDITIONS OF EMPLOYMENT CONTINUED:
A civilian employees telework arrangement may be terminated at the discretion of the supervisor or at the employee's request.
This position is cyber coded under the Dod Cyberspace workforce framework. IA DoDM 8140.03 the incumbent is required to achieve both the foundational and resident qualification requirements outlined for each work role at the assigned proficiency levels. Foundational qualification within 9 months of assignment; resident qualification within 12 months of assignment. Employees may perform cyberspace workforce position duties while obtaining qualification requirements under the direct observation/supervision of an appropriately qualified individual, unless a waiver is granted per DoDM 8140.03 section 4.2. If such observation is not feasible and/or waived, individual must be reassigned to other duties consistent with applicable law. Employees who fail to achieve qualification or to obtain an approved waiver for cyberspace work role(s) within stated timelines will be removed from the duties associated with the work role. In addition, employee is required to engage in a minimum of 20 hours per year of Continuous Professional Development or education activities to maintain and enhance competence.
IAW DoDI 3020-42 the position has been locally, or command designated as Mission Essential (ME) performing a Mission Critical Function (MCF), which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions IAW, DoDI 3020-42, Defense Continuity Programs.

Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-11 (or equivalent in other pay systems) which includes Application of Information Systems Security (INFOSEC), network environment, network configuration, standard operating system service and support, and sharing and securing network resources. Ability to review and coordinate contractor-related requests and to serve as a consultant on IT projects. Ability to stay well informed on rapidly changing technology, to evaluate its possible impact on organization missions. Ability to communicate effectively orally and in writing in the English language.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of Joint policies and procedures; Department of Defense services and organizational structures; national intelligence organizations; state and federal emergency organizations; other pertinent agencies such as the US Coast Guard, Assistant Secretary of Defense/Homeland Defense.
Knowledge of Command-and-Control operations and the ability to access strategic events in a timely manner. Knowledge of Department of Defense and Joint policies, procedures, standard operating procedures (SOPs), and operations to anticipate and refine functional requirements.
Knowledge of performance characteristics of information technology equipment, systems, services, and transmission
media to evaluate devices, proposals, and approaches. Knowledge of customary approaches, techniques, and requirements appropriate to analyze requirements and implement systems enhancements.
Knowledge of concepts and principles of sequencing actions, procurement techniques and requirements, and coordination requirements involved in project controls.
Skill in the use of SAGE, network systems, COP-related computer network systems and programs such as GCCS, GeoPortal, ESRI and other commercial standard geospatial/geographic information systems (GIS) in order to maintain proper functionality. Skill in the use of Windows and ESRI-based operating systems.
Ability to react in a high stress environment to intense Air, Maritime or Land/Military Assistance to Civil Authorities operations, Civil Support Interagency domestic event situations, make critical characterization judgments, formulate recommendations that may have major national impact/consequences. Ability to communicate effectively both orally and in writing to identify, direct, or coordinate actions required in providing COP/GIS-related services.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
