Duties
You will be responsible for translating Supported Command requirements into a Performance Work Statement (PWS) and Independent Government Estimate (IGE) by tailoring the standardized FSC/BOS Templates for the applicable functions.
You will participate in pre-bid, pre-performance conference to discuss unusual facility service/maintenance features and requirements for compatibility with administration of quality assurance methods and procedures.
You will coordinate with requesting activity and appropriate SMEs to define and prepare a drafted statement of work (SOW) for market research.
You will prepare quality assurance plans, recommend variations in standard methods and procedures to meet unusual situations, and assure adequacy of material and equipment specifications.
You will establish inspection schedules based on contract requirements, nature of work to be performed, and determination of critical inspection point involved. Determines type and frequency of inspections in response to customer complaints.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-10 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Preparing various reports such as discrepancy reports and deficiency breakdown reports; 2) Inspecting sites and investigating customer complaints regarding service, damages, and other matters while recording details of the site inspected; 3) Using several software systems, including Microsoft Office Suite, for the purpose of preparing specifications, developing cost estimates, maintaining inventories, reports, and briefings; and 4) Communicating effectively orally and in writing a variety of contracting procedures, methods, types, and clauses used in construction/maintenance of public works facilities.
