You will serve as a SPECIFICATION WRITER (FMFS) in the PUBLIC WORKS DEPARTMENT of NAVAL FAC ENGINEERING CMD WASH. Duties

You will retrieve data from electronic information sources to develop reports. You will evaluate contractor's proposals to provide recommendations or negotiating labor and materials costs. You will assess acquisition cost and pricing information to validate direct and indirect costs and profits. You will collaborate with project managers or execution support groups for data collection or resolution reporting. You will compile written reports to provide status or project updates.

Requirements

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain a current valid United States drivers license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1) Prepare contract documents (specifications, attachments, cost estimates, etc.) for Facility Support Contracts (FSC) used for the procurement of recurring and non-recurring services; 2) Utilize technical and legal terminology to apply the terms of the contracts in contract preparation; 3) Evaluate price/cost data for a variety of procurement actions and prepare cost analysis and estimates; 4) Employ several software systems, including Microsoft Office Suite, for the purpose of preparing specifications, developing cost estimates, maintaining inventories, reports and briefings. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

You have successfully completed a Ph.D. or equivalent doctoral degree.

OR

You have successfully completed three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree.

OR

You have successfully completed an LL.M. degree that is related to the position being filled.

OR

You have a combination of experience and graduate education as described above that equates to one year of experience.
