Duties
The selectee will serve as a Facility Operations Specialist in the Office of Investigations, Washington Field Office (WFO). Typical work assignments include:
Serving as an expert analyst in assessing and improving WFO facility maintenance/construction programs effectiveness.
Developing and implementing short and long-term plans impacting property goals for renovation/repair schedules and delivery of building, landscaping, and outdoor functional areas.
Developing budget projections and breakdowns for costs associated with service, maintenance, and operations contracts at WFO for grounds, custodial and maintenance needs.
Developing, modifying, and negotiating numerous service and construction contracts in-force at WFO which include those contracts of indefinite duration and indefinite quantity (IDIQ).
Validating contractor performance/compliance and certifying completion for payment.
Qualifications
Applicants must demonstrate that they meet the Specialized Experience requirements below.
Specialized Experience: You qualify for the GS-12 level (starting salary $99,200.00) if you possess one full year of specialized experience comparable in scope and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
Reviewing technical requirements to develop construction or renovation plans for facilities;
Formulating cost estimates for proposed construction or renovation projects;
Implementing a facility management program to forecast and resolve building maintenance problems; and
Ensuring construction or service contracts are executed in accordance with contract specifications and quality assurance plans.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted).

Additional Position Information:
Work requires some physical exertion such as long periods of standing and/or walking; and recurring bending, crouching, stooping, stretching or reaching during daily Washington Field Office grounds and site inspections year-round in all variety of weather/temperature.
Inspection work involves regular and recurring exposure to moderate physical risks and discomforts associated with production/construction areas, such as: exposure to strong odors or fumes from fuels or chemicals used in work processes; open flame and high heat producing equipment; or working near operating industrial machinery, moving vehicles or electrical hazards. The work situation requires the employees to continually stay and to take special safety precautions such as wearing protective footwear, hard-hat, gloves, ear plugs and safety goggles
