This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Provide the Army's senior leadership and Army staff with analysis of unit readiness status of all Army units while developing and overseeing policies concerning reporting of unit readiness within HQDA ODCS, G-3 Operations/Readiness Mobilization Directorate.
Duties
Develop and defend assessment reports internally to the Office of the Army Deputy Chief of Staff (Operations and Plans).
Serve as representative in liaison with other team members for such purposes as exchanging techniques, technical information/ideas and collaborating on projects.
Communicate findings via clear and concise written and graphic representations appropriate for audiences internal and external to the Army.
Develop linear or multivariate programming models to optimize development projections.
Ensure appropriate statistical tests are performed accurately on data.
Develop mathematical, statistical, and other automated system models for identification and analysis of data.
Identify and evaluate cost and budgetary factors that impact various programs and weighs cost relationships when developing models and alternative solutions.
Analyze and evaluate advanced proposals to satisfy program and mission objectives.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Temporary Duty Travel (TDY) of 10% may be required.
- Must be able to obtain and maintain a Top Secret/SCI Clearance.
- This is a drug testing designated position. Personnel are required to sign DA Form 5019-R (Condition of Employment for Certain Civilian Positions Identified as critical under the Department of the Army Drug-Free Federal Workplace Program).
- Personnel must pass drug screening prior to hiring and will be subject to periodic and random drug testing, thereafter, in accordance with AR 600-85 and Department of Defense Directive 2010.9.

A term position is time-limited and may be extended to a maximum of eight years.

Basic Requirement for Operations Research Analyst:
Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
GS-14 Specialized Experience: One year of specialized experience which includes:Utilizing automated system models for identification and analysis of data to support assigned projects and studies; designing research and study methods for a broad program operation; and identifying pertinent information through various data collection and analysis procedures.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
