DASA (DES) is seeking a change agent to lead and evolve the current Modular Open Systems Approach to include data, software, and reference architectures. This will involve strategic planning and implementation guidance across the ASA(ALT) programs. Duties

Act as the Subject Matter Expert in the Army's and/or DoD's Modular Open Systems Approach (MOSA)efforts focused in the areas of data, software, and Reference Architectures. Lead in the planning and implementation of Modular Open Systems Approach (MOSA). Provide Enterprise Software Architecture advice, recommendations and subject matter expertise to internal leaders and external stakeholders on matters of modern software practices to meet Army Digital Transformation Initiatives. Serve as a senior technical expert and Command representative in the area of enterprise architecture/enterprise systems. Coordinate with internal and external customers to assure total systems and software integration capabilities; and/or to present findings and recommendations to all levels, justify and defend decisions and recommendations.

• Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

• This is an Army Acquisition, Logistics and Technology Workforce position.
• Selectees must meet position requirements for certification at Level {Practitioner} in the Acquisition Career Field {N} Engineering and Technical Management within 60 months of entrance on duty.
• Financial Disclosure Statement OGE Form 450 is required on pre-employment and annually thereafter.
• Must be able to obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment.

AND SPECIALIZED EXPERIENCE: In order to qualify for this position based on experience your resume must describe one year of specialized experience equivalent to the NH-03 (GS-13) grade level in the Federal service which includes: Applying Modular Systems Open Approach expertise to lead the development of strategic planning and implementation execution to meet modernized and digital transformation initiatives; AND Leading diverse teams and managing projects to achieve specified tasks within cost and schedule constraints, while coaching members on problem-solving methods and techniques, managing risks, and identifying opportunities; AND Applying knowledge of open architecture interoperability, IT analysis and integration principles, and practices using agile methodology across the acquisition process. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03) or GS-13.
