DASA (DES) is seeking a change agent to lead and evolve the current Modular Open Systems Approach to include data, software, and reference architectures. This will involve strategic planning and implementation guidance across the ASA(ALT) programs. Duties

Act as the Subject Matter Expert in the Army's and/or DoD's Modular Open Systems Approach (MOSA)efforts focused in the areas of data, software, and Reference Architectures. Lead in the planning and implementation of Modular Open Systems Approach (MOSA). Provide Enterprise Software Architecture advice, recommendations and subject matter expertise to internal leaders and external stakeholders on matters of modern software practices to meet Army Digital Transformation Initiatives. Serve as a senior technical expert and Command representative in the area of enterprise architecture/enterprise systems. Coordinate with internal and external customers to assure total systems and software integration capabilities; and/or to present findings and recommendations to all levels, justify and defend decisions and recommendations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for certification at Level {Practitioner} in the Acquisition Career Field {N} Engineering and Technical Management within 60 months of entrance on duty.
  • Financial Disclosure Statement OGE Form 450 is required on pre-employment and annually thereafter.
  • Must be able to obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. To qualify based on your experience, you must have IT-related experience demonstrating each of the four competencies: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND SPECIALIZED EXPERIENCE: In order to qualify for this position based on experience your resume must describe one year of specialized experience equivalent to the NH-03 (GS-13) grade level in the Federal service which includes: Applying Modular Systems Open Approach expertise to lead the development of strategic planning and implementation execution to meet modernized and digital transformation initiatives; AND Leading diverse teams and managing projects to achieve specified tasks within cost and schedule constraints, while coaching members on problem-solving methods and techniques, managing risks, and identifying opportunities; AND Applying knowledge of open architecture interoperability, IT analysis and integration principles, and practices using agile methodology across the acquisition process. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03) or GS-13.
