You will serve as an Architect in the Capital Improvements Business Line of Naval Facilities Engineering Systems Command (NAVFAC) Washington. This is a developmental position with a full performance level of GS-13. Applications will be accepted at the GS-12 and GS-13 grade levels.

Duties

You will evaluate engineering and architectural items (e.g., designs, drawings, specifications, supporting documents) to determine effectiveness in meeting requirements of shore establishment projects. You will manage overall coordination and phased development of projects to determine feasibility of proposed architect-engineer (A/E) work. You will review construction project parameters (e.g., integration, scope, time, cost, quality, communication, procurement, risk management) to recommend changes that will improve the overall project results. You will prepare design bid-build and design-build construction documents for facilities projects. You will use Auto-Cad for project design and documentation to verify successful delivery of construction, repair, and renovation projects.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications

This position has a Selective Placement Factor (SPF) at the GS-13 level that will be used to screen out ineligible candidates which is CURRENT registration as a Professional Architect (RA) in any state, the District of Columbia, Guam, or Puerto Rico (NOTE: You must submit a copy of your current registration with your application to be considered for the GS-13 position). In addition to the SPF and Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience. For the GS-13 level your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Leading the production of construction document (plans & specifications) for large and/or highly complex buildings (i.e., multi-story office buildings, training facilities, multi-purpose buildings, aircraft hangars, medical facilities maintenance shops, food service facilities, and/or large housing projects), including architectural design drawings, plans, specifications, and design-build requests for proposal; 2) Reviewing facilities construction submittals for conformance to the requirements of architectural contract drawings / specifications as well as requirements for state / local regulatory agencies; 3) Resolving architectural construction and design issues encountered during the performance of facilities contracts; 4) Acting as discipline specific (architectural) mentor to junior architectural engineering staff; and 5) Preparing estimates for Architect-Engineering construction contracts. For the GS-12 level your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing design drawings and specifications for new facilities or repair, restoration, and alteration of existing facilities using advanced architectural software such as AutoCAD, REVIT and/or Specs-In-Tact. 2) Participating in on-site analysis to collect data and develop scope for construction projects. 3) Resolving architectural construction and design issues encountered during the performance of facilities contracts; AND 4) Coordinating architectural designs with engineering disciplines to ensure compatibility and efficiency of design. Education

Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:

A bachelor's or higher degree in architecture;
OR
A bachelor's or higher degree in a field related to architecture that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems;
OR
A combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The curriculum for a degree in either architecture or architectural engineering covers function, aesthetics, site, structure, economics, mechanical electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities. Lacking lack a degree in architecture, you must have 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture that demonstrates that you have acquired a thorough knowledge of the fundamental principles and theories of professional architecture. (Note - In the absence of college courses, 5 years of such experience is required).
