Duties

You will represent the Director as a subject matter expert for all Military Construction (MILCON) funded medical/dental facilities (DON), Department of Air Force and Department of Veterans Affairs, where NAVFAC is the design agent. You will provide extensive consultation services for non-MILCON funded medical facilities construction programs. You will provide consultation in other areas of the acquisition of DoN and DoD medical facilities, such as criteria preparation, A/E selection, A/E negotiation, cost estimating validation, and project management. You will provide consultation during construction and post occupancy evaluations.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position will require travel, up to 25% of the time from normal duty station. You must be able to travel on military and commercial aircraft.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • When making site visits, you may be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes, as determined by site conditions and applicable safety regulations.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: Current registration as an Architect (RA) in any state, District of Columbia, Guam or Puerto Rico. If you meet this requirement, you MUST provide a copy of your current registration with your application. A copy of a wall certificate without an expiration date will not serve to verify this requirement. In addition to the Basic Requirements and selective placement factor for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties:1) Providing technical guidance in complex project management, design and construction management of medical treatment facilities; 2) Ensuring medical treatment facilities construction plans are in compliance with engineering, safety, and environmental standards; 3) Resolving unusual and/or controversial issues, conditions, or conflicts involving management expectations, project design, scope, and construction practices associated with complex facilities; and 4) Performing design in the acquisition of complex facilities for various organizations. Education

Applicants for the Professional Architecture Seriesmust meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a bachelor's or higher degree in architecture.
OR
Successful completion of a bachelor's or higher degree in a field related to architecture that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.
OR
Have a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The curriculum for a degree is in either architecture or architectural engineering and covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities
OR
you lack a degree in architecture, but have 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture that demonstrates that you have acquired a thorough knowledge of the fundamental principles and theories of professional architecture. (Note - In the absence of college courses, 5 years of such experience is required).
