This position is located in the Department of Homeland Security (DHS), Office of Strategy, Policy, and Plans (PLCY). Front Office, Operations Team.
The primary purpose of this position is to advance the Office's mission through the means of administration, dealing with PLCY organizations, methods, funds, people, equipment, and other tools or resources of management and has a responsible role in the management of both financial and human resources.
This is a non-bargaining unit position.

Qualifications
Specialized Experience:
You qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing at least FOUR of the following five duties
Managing multiple concurrent contracting operations for a program office (e.g., serving as a Contracting Officer's Representative, Task Order Monitor, Requirements Generating Official, etc.)
Developing staffing plans and executing hiring operations for senior executives for established, evolving, and wholly new organizations
Independently managing a multi-organization financial program (e.g., travel, training, purchasing) from development through planning and execution to auditing and monitoring budget performance
Leading and developing organizational internal controls and performance monitoring, analysis and evaluation of support programs or mission support effectiveness
Serving as a subject matter expert and advisor to executive leadership on management and administrative policies, recommending, establishing, and implementing new business operations

Substitution of education in lieu of specialized experience may not be used for this grade level.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
