This position is located in the Education Support Service line, Atlanta VA Health Care System. As the TMS Domain Manager and SynQuest Coordinator. the incumbent will perform database administrator funds and will provide staff and mandatory training management support function. He/she possesses knowledge of SynQuest and Talent Management System (TMS) and is able to independently problem solve issues related to entry and download of data and resolves issues related to the database.
Duties
The incumbent performs a broad range of functions, which require application of experience and familiarity with the organization and thorough knowledge of applicable procedures, regulations, and adult learning principles. Responsible for the coordination of the design and production for TMS courses. the development requirements, evaluating and recommending topic areas changes for c-leaming activity, determining appropriateness of difficulty, technical quality of e-leaming programs, and education and instructional design expertise for the development of e-learning materials.
The incumbent will serve as the primary contact and advocate for TMS. He/she will design reports as required for management, individuals, Service Lines, Medical Center and the Administrative Officer of Education. He/she will be responsible for linking educational curriculum with medical center mission and strategic directives. They will create curriculum of appropriate training to local users through the use of assignment profiles. The incumbent will work collaboratively with IT to assure that all user workstations are configured properly for TMS and troubleshoot problems as they occur. He/she will verify the accuracy of information in the database and maintain local reference tables for T&Ls, org codes, etc. Responsible for monitoring external events entered into the database and monitors educational mandates and ensures compliance.
The incumbent will create and manage an TMS accounts, troubleshoot users' problems and assign all mandated training to staff or the appropriate user groups. Provides technical support for TMS. Troubleshoots issues with all local users and with national TMS administrators and technology management staff. Reviews online courses for updating with appropriate subject matter experts. Advises and assists in the development of course objectives, scope of content and the criteria for evaluation for computer based training (CDT) as related to the Intranet and other applications. The incumbent will assist the Service Linea with creating presentations for training, as well as in-service training, continuing education and other classes ta be delivered via the intranet. Constructs tests and uses other evaluation techniques to measure learning.
He/she will develop course objectives, scope of content and criteria for evaluation. They will keep up to date on current technology, software, and training innovations. The incumbent will serve as primary contact and advocate for TMS and will design reports as required for individual, Service Linc, and Medical Center Management requests. Incumbent's roles includes to unlock administrator accounts, for unlocking user accounts and reset their passwords; merge records and create reference values. Incumbent creates and manages assignment profiles for automatic assignment of items via curricula and registering users in pre- existing Scheduled Offerings, Incumbent is responsible for managing the scheduling of learning events including the creation of scheduled offerings for pre-existing items; responsible for managing learning needs by assigning items and curricula; and recording completions, responsible for creating new items.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/04/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Education: Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled. ~OR~
Experience: Specialized Experience (for positions above GS-7): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Physical Requirements: The work regularly requires periods of standing, walking, bending, stretching, and holding, and other similar activities that would be involved when teaching, modeling, or performing techniques to safely respond to physically disruptive behavior or contain a person in a behavioral crisis. Work Environment: Work is typically performed in adequately lighted and climate controlled office classrooms and an office. Will require occasional travel local travel to VAHCS CBOC's and occasional travel to other VHA facilities for PMDB trainings or conferences.
