The primary purpose of this position is to manage, plan, coordinate, and integrate all arrangements required for official travel by the Commander, U.S. Special Operations Command (CDRUSSOCOM). In addition, the employee manages, coordinates, and facilitates CDRUSSOCOM's global travel and strategic engagement obligations.

Duties

Leads multi-dimensional effort to develop detailed planning, and real-time execution of the foreign and domestic travel program for the CDRUSSOCOM. Provides consultation and preparation to CDRUSSOCOM and travel team for each visit based upon coordination with location(s) to be visited and other affected agencies. Coordinates with receiving agencies on all CDRUSSOCOM hosted events while traveling, including but not limited to change of commands, retirements, promotions, decoration ceremonies, key leader engagements, and hosted social events. Manages, coordinates, and integrates all actions required for world-wide travel and appearances by the spouse of CDRUSSOCOM when appearing in an official capacity. Ensures the core classified national information protection security disciplines of information are fully covered from a policy and program viewpoint to ensure overall information protection requirements meet mission requirements.

Qualifications

Conditions of Employment Continued: This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from the use of illegal drugs and (B) if requested, to submit to urinalysis testing. The incumbent must sign a statement acknowledging the position occupied is a TDP. Position is designated as a Key Position IAW AFI 36-507. Duties of the position are essential to the accomplishment of wartime/contingency operations. Incumbent must be removed from their military recall status if alternatives for filing the position during an emergency are not available. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions- Administrative and Management Positions- Miscellaneous Administration and Program Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge and expertise of doctrine, tradition, customs, force-structure goals and current issues that enable the incumbent to function as the technical authority for the command on all foreign and domestic travel matters and activities. Knowledge and skill to uphold command developed vision or policy in both official and unofficial settings. Knowledge of passport agent program, concepts, procedures in order to manager Commander and personal staff passport and visa programs in order to giver accurate information and processes. Knowledge and skill in responding to crises and to quickly and effectively articulate programs, functions and activities to a multitude of personnel and agencies. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of foreign clearance guidance necessary to coordinate, process, and manage CDRUSSOCOM passport and visa programs and country clearance requirements. Knowledge of domestic and overseas requirements necessary to coordinate logistical support through U.S. Government, civilian, and host nation agencies. Knowledge of travel regulations, procedures, and practices that are necessary to prepare travel authorizations. Knowledge of protocol requirements and rules that apply to military and civilian leaders (foreign and domestic) and unique customs and courtesies of the international community. Ability to effectively communicate both written and verbal and deal with very sensitive issues with discretion. Ability to soundly advise other personnel and agencies pertaining to CDRUSSOCOM travel and engagement requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
