Duties

WHAT IS THE TRANSFORMATION & STRATEGY OFFICE (TSO) DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-division The following are the duties of this position at the full working level: Evaluates and devises solutions to COR issues impacting employees and managers in all affected areas of the assigned contract(s). Serves as an analyst responsible for accomplishing various contract related analytical studies and/or projects involving complex programs, systems, and issues, with impact on multiple IRS locations and/or organizations. Appropriately applies the principles of the COR guide as provided by the Office of Procurement and maintains case files in accordance with written guidelines. Conducts briefings and prepares comprehensive reports to keep managers and executives advised of assignments, contracts and their progress, and to communicate findings and recommendations. Coordinates across operational Business Units in support of Contract Administration, to include HCO, IT, FMSS, etc. Directs, plans, and coordinates complex analyses of planned or proposed contracts which consider factors such as: impact on customers, other programs and policy and procedural changes, staffing, training and support requirements, risk factors, costs, and available alternatives. Initiates funding requests for contracts; writes the technical documents for the contract, to include Statement of Work (SOW), Quality Assurance Surveillance Plan (QASP); prepares the Government Cost Estimate; and other required planning documents. Performs market research; works closely with the Contracting Officer throughout the solicitation process; develops and monitors timelines/milestones, leads or participates on contract technical proposal evaluation panels, tracks the delegation, Reimbursable Work Authorization (RWA) and service contract funding; prepares supporting documentation for decisions reached; and coordinates the phase in and closeout of contracts.

Qualifications

You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE GRADE 12: You must have at one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Experience with contract related assignments that require a range of analytical and evaluative methods and techniques, both qualitative and quantitative, sufficient to accomplish projects or studies involving complex programs, systems and issues with impact on multiple IRS locations, programs and/or organizations; Experience interpreting and applying procurement and financial laws, policies, regulations, business processes and precedents applicable to contract administration; Experience initiating funding requests for contracts, writing technical documents for the contract (e.g., Statement of Work and Quality Assurance Surveillance Plan), preparing Government Cost Estimates, and other required planning documents; Experience applying management principles and processes to perform duties to complete, coordinate and integrate project/program objectives and recommendations; Experience communicating effectively both orally and in writing with internal and external stakeholders (e.g. executives/senior level management, vendors, contracting officers, program owners, etc.); Contracting Officer's Representative (COR) certification Level 2 or higher. AND TIME-IN-GRADE REQUIREMENTS GRADE-12: Under merit promotion procedures, Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. Time is credited based on calendar time served in a grade, regardless of the number of days or hours worked. If you currently hold or have previously held a position at the same (or equivalent) or higher grade/level in the Federal government as of this announcement, you will meet the TIME IN GRADE REQUIREMENTS. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens". Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time. Applicants are encouraged, but are not required, to submit an SF-50 documenting experience in a specific series.
