The primary purpose of this position is to: serve as a course director and instructor for Air Force Manpower, Personnel and Services (AF/Al) courses, to develop courses in the Force Support leadership development arena or in other as-needed topics identified by Air Staff in delivery of human resource instruction provided by the Air Force Human Resource Management School.

Duties

Plans, develops, instructs, and evaluates courses in the assigned Force Support leadership development area; acts as a Services career field subject matter expert and as an agent of policy implementation to coordinate, develop, and present courses. Instructs and/or prepares guest faculty to teach assigned courses, which includes familiarization with course materials and a thorough understanding of course content, objectives, and teaching methodologies. As a recognized expert in the services portion of the force support career field, develops and maintains professional contacts with a variety of levels and organizational elements--MAJCOMs, FOAs, Air Staff, DoD, OPM, and other government agencies. Works closely with Air Force policy representatives on critical, short-notice education/training needs to meet one-time requirements. Upon request, may develop courses to satisfy specialized situations. Participates in, both short and long term, projects as a subject matter expert to identify education needs, upon local initiation, in collaboration with Air Staff or DoD Al functions, or in affiliation with other organizations.

  • This position may require a more than 3-day break in service for permanent federal employee.
  • Civilian students range from GS-9-15 and military students range from enlisted through Lieutenant Colonel serving in key FSS specialist, supervisory or managerial leadership positions.
  • This position requires expert knowledge in A1 functional areas including Manpower, Personnel and/or Services, specifically the business operations areas of legacy MWR or Services.
  • MWR or Services include but are not limited to golf course, officers' club, Bowling Center, Arts and Crafts, Community Center, etc. and the associated distinctions between Category B and C funds, cost of goods and cost of labor analysis, etc.
  • This position requires demonstrated skill in oral and written communications.
  • This position requires work outside normal duty hours, including attendance at student social functions, hosting guest speakers, and being available as needed to work with students on special projects.
  • Travel by commercial and military aircraft may be required for work/TDY.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions and Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience include: (1) providing expert, professional knowledge of A1 functional areas, specifically the business operations areas of MWR and services; (2) preparing comprehensive, in-depth knowledge of training methods, techniques and tools in order to design, develop, maintain, and conduct complete courses and to arrange and moderate seminars and conferences; (3) developing and coordinating academic curricula and to resolve extensive problems caused by the absence of suitable training materials and/or the new nature of the subject-matter field; (4) educating on current policies and procedures for other installation functional specialties sufficient to integrate those policies and procedures into the Services management curriculum. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert, professional knowledge of A1 functional areas, specifically the business operations areas of legacy MWR or Services (i.e., golf course, officers' club, Bowling Center, Arts & Crafts, Community Center, etc.) and the associated distinctions between Category B and C funds, cost of goods and cost of labor analysis, etc. 2. Ability to manage and direct the overall presentation of a course of instruction, either resident or non-resident; instruct specialty materials in various educational mediums and developmental settings. 3. Ability to compile, assemble, construct and write educationally sound instructional materials and instructor guides for use in classroom instruction. 4. Ability to work effectively and constructively with various groups in accomplishing assigned projects. 5. Ability to compose and deliver both written and oral presentations. 6. Ability to interpret and apply a variety of complex A1 instructions and standards and apply a number of complex and sometimes contradictory procedural guidelines. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
