Duties
The primary purpose of this position: To serve as the Lead NORAD and USNORTHCOM (N&NC) Common Operational Picture (COP)/Geographic Information System (GIS) Functional Manager. Responsible for the overall management of track data sources supporting both real-world and exercise operations. Develops Tactics, Techniques and Procedures (TIPs) for the N&NC staffs, components and subordinate organizations. Oversees the work of nonsupervisory COP/GIS team members assigned to the N&NC Joint Operations Center (JOC) and alternate operations centers (e.g. Alternate Joint Operations Center, Continuity of Operations locations, and Mobile Consolidated Command Center) to achieve specific tasks, produce quality work products and services to meet organizational goals.
Duties:
Serves as the lead Command COP/GIS Functional Manager.
Serves as a JOC COP/GIS Team Lead.
Documents planning and programming decisions to meet N&NC Situational Awareness System Requirements.
Serves as a N&NC representative at executive level Situational Awareness meetings and conferences.

Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in TS Special Access Programs (SAP) to fully perform duties/responsibilities of the position. A non-disclosure agreement must be signed.
This position is designated by the AF as a Test Designated Position (TDP) under the AF Civilian Drug Testing Prgm. As a mandatory requirement for employment in this TDP, incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the AF, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as TDP.
This is a KEY Position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment. The employee must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve while assigned to this position.
IAW DoDI 3020-42 the position has been locally, or command designated as Mission Essential (ME) performing Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions IAW, DoDI 3020-42, Defense Continuity Programs.
Physical/Medical examination is required as a condition of employment for pre-employment and as required, during employment. Incumbent must successfully pass examination and be able to continually perform the physical requirements of the duties.
Work may occasionally require travel away from the normal duty station on military/commercial aircraft in accordance with Joint Travel Regulations in performance of temporary duty (TDY). The employee may be required to perform up to 60 days of TDY per yr (attending conferences, exercises, seminars, etc.).
Required to perform Battle Roster functions during Exercise and Real World events. Battle Roster functions may include, but are not limited to, Future Operations Center (FOC), Future Plans Center (FPC), Joint Logistics Operations Center (JLOC), N&NC Deployment and Distribution Operations Center (NDDOC), Joint Intelligence Operations CenterNorth (JIOC-N), Joint Cyber Center (JCC), and other tasks as assigned. These duties may require additional duty hrs and/or alternate duty locations.
Designated Proficiency Shift (pro-shift) position. This position is Designated JOC pro-shifter positions will complete Initial Qualification Trng, JOC Mission Qualification Trng, Mission Certification Trng and/or JOC on-the-job trng, depending on specific position requirements. As a condition of employment, the incumbent is required to maintain certification with annual evaluations. As part of maintaining crew qualification, pro-shifters will work at least two (2) day shifts, two (2) swing shifts, and two (2) mid shifts every six (6) months. For crew positions maintaining a 12-hour watch schedule, pro-shifters must work at least two (2) day shifts and two (2) mid shifts every six (6) months.
This position is Cyber Coded under the DoD Cyberspace Workforce Framework. IAW DoDM 8140.03 the incumbent is required to achieve both the foundational and resident qualification requirements outlined for each work role at assigned proficiency levels. Foundational qualification within 9 months of assignment; resident qualification within 12 months of assignment. Employees may perform cyberspace workforce position duties while obtaining qualification requirements under the direct observation/supervision of an appropriately qualified individual, unless a waiver is granted per DoDM 8140.03 section 4.2. If such observation is not feasible and/or waived, individual must be reassigned to other duties consistent with applicable law. Employees who fail to achieve qualification or to obtain an approved waiver for cyberspace work role(s) within stated timelines will be removed from the duties associated with the work role. In addition, employee is required to engage in a minimum of 20 hours per year of Continuous Professional Development or education activities to maintain/enhance competence.
Employee may be required to work non-traditional duty hours and/or be "on call" after normal duty hours, which may include evenings, weekends, and holidays. Shift work is necessary during exercises, crises, or contingencies. Incumbent may be required to support extended hours and 24-hour operations as directed.
Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate/distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of military command and control systems, networks and architectures, their functionality, and integration/employment in an operational environment. Incumbent establishes, verifies, and maintains accurate, timely, and relevant SA data and near real-time displays using C2 Systems/capabilities; knowledge of cybersecurity, network environment, network configuration, standard operating system service/support, and sharing and securing network resources to evaluate, recognize vulnerabilities, and initiate corrective action; advanced knowledge of various DOD and civilian data sources, their format, and how the information is propagated throughout DOD operations networks and channels for identifying emerging operational and technical requirements, assessing impact on daily operations and developing suitable recommendations; and mastery knowledge of C2, Saturation Awareness Displays and geospatial technologies to test possible enhancements.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Education
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge of digital imagery, geospatial formats, and digital processing techniques to prepare accurate, qualitative operational picture and geographic informational products. Ability to communicate effectively both orally and in writing; problem solve complex issues; and maintain good working relationships.
- Skill in quality control of completed products for conformance with established command standards and policies. Skill in designing and conducting comprehensive studies; and preparing solutions to especially broad, important, and severe military operational and contingency areas that may have major national and bi-national impact/consequences.
- Knowledge of and ability to identify advancements in the technical and material aspects of digital geospatial processing and reproduction procedures to evaluate devices, proposals, and approaches and oversee systems operations enhancement implementation. Ability to plan, organize, and lead others in maintaining Situational Awareness, and of the principles and practices of team building.
- Knowledge of Joint and bi-national organizations' policies, procedures and organizational structures; their roles and responsibilities in situational awareness reporting. Ability to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
- Knowledge of methods for the assessment and improvement of command level plans and programs such as Command and Control (C2) development, integration, modernization, and sustainment.
- Knowledge of the capabilities and limitations of computers, computer network systems, and programs such as Integrated Tactical Warning and Attack Assessments, military and commercial Friendly Force Tracking technologies, Global Command & Control Systems, and other commercial standard Geospatial Information Systems (GIS); as well as computer-related software and hardware in order to maintain proper functionality.
