The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the 611th Air Support Group.

Duties

Plans, organizes, and directs the activities of the Resource Management Section, ensuring that the financial service operations comply with legal and regulatory requirements and meet customer needs. Exercises supervisory personnel management responsibilities. Represents the Resource Management Section with a variety of installation and functional area organizations. Develops, implements, and monitors financial service operations and establishes internal accounting controls.

  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d
  • Must be able to obtain and maintain a Secret Security Clearance
  • This is a Supervisory Position - A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement

Qualifications

In order to qualify, you must meet the specialize experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes developing long-range and near-term plans, goals, ·milestones, and objectives for the Group's financial/budget, and resources programs. Performs analysis and evaluation of these programs to improve the efficiency of the organization. Monitors funds expenditures ??o assure they are used in the most cost-effective and timely manner, in accordance with all applicable laws, policies, and regulations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of 11 AF mission, objectives, functions, and policies. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and staff of a small. to medium sized organization; AND Ability to communicate effectively, both orally and in writing. Knowledge of fiscal legislation and Air Force planning, programming, and budgeting regulations, policies, and procedures. needed to 1) prepare planning guidance in accordance with program policies and objectives; 2) assure appropriate funding is justified and sources to support the specific mission requirements and programs operations; and 3) develop fiscal guidance for the 11 AF and subordinate elements. Comprehensive knowledge and skill in preparing and analyzing budget plans and forecasts for the out years, cost estimates, cost benefits, budget adjustments, and budget and resources programs. Knowledge of qualitative and quantitative techniques for analyzing a wide variety of studies related to management improvement, productivity and long-range planning; ability to apply and adapt complex analytical methods and quantitative techniques for financial/resources requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
