About the Position: The Alaska District is seeking to fill a financial management analyst position located in the Resource Management Division, Finance & Accounting Branch. An ideal candidate will possess an in depth knowledge of methods and procedures pertaining to TDY authorizations/vouchers, government travel card, and payroll/timekeeping actions, to include excellent interpersonal, written and communication skills, detailed-oriented, and exceptional customer service skills.

Duties

This is a developmental position; duties listed below will be performed in a developmental capacity at the GS-09 grade level. At the full performance, GS-11, the incumbent will: Serves as the Alaska District?s Program Administrator for the Government Travel Charge Card Program, CONUS and OCONUS. Provides assistance to temporary duty (TDY) travelers and administrative staff with the preparing travel orders and travel vouchers. Incumbent is thoroughly familiar with Fiscal and Appropriations law so as to Certify Purchase Requests and Commitments. Assists finance and accounting in areas of CFO audit requirements and accounting related functions.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience at the GS-09 level: One year of specialized experience which includes 1) assisting with payroll, leave and/or timekeeping; acting as a payroll point of contact for civilian employees, managers, and other internal or external customers; and 2) Working with laws, DoD Directives, finance regulations and/or financial management and operating procedures relative to entitlements and allowances related to the payment of civilian personnel and travelers. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting, finance, or business administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Specialized Experience at the GS-11 level: One year of specialized experience which includes 1) Processing payroll, leave and/or timekeeping documents; providing assistance on payroll related issues; and acting as a payroll point of contact for civilian employees, managers, and other internal or external customers; 2) Working with laws, DoD Directives, finance regulations and/or financial management and operating procedures relative to entitlements and allowances related to the payment of civilian personnel and travelers; 3) Using automated systems such as, but not limited to, MyPay, Defense Civilian Pay System (DCPS), Corp of Engineers Financial Management System (CEFMS) Modules to include Time & Attendance, Labor, Travel (TDY & PCS), and Joint Review Process (JRP).This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting, finance, or business administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
