You will serve as a TRAFFIC MANAGMENT SPECIALIST in the Property Management Department of Naval Sea Logistics Center (NAVSEALOGCENKYPTDIVNUWC MECH PA) located in Keyport, Washington.
Duties
You will determine the appropriate freight classification and most economical rates and routes, considering the suitability of routes the necessity for specialized carrier or equipment.
You will guide, direct and perform a variety of duties including preparation of shipping documents, and maintaining shipping logs of all inbound and outbound shipments.
You will adapt and implement the traffic management policies, instructions, methods and techniques for the command through the application of technical expertise in the area of transportation for a wide variety of commodities.
You will establish procedures and controls to insure responsive, efficient and cost-effective transportation of goods.
You will provide advice, assistance and direction concerning transportation matters to this command, tenant activities as well as contractors, carriers and regulatory bodies.
You will apply technical knowledge of freight transportation rules and regulations as they apply to the command mission.
You will conduct traffic studies and analyses for the Warfare Center.
You will be responsible for various functional areas including operating practices of carrier and their equipment, traffic patterns, security requirements, packing and loading methods.
You will establish or modify existing contracts and agreements as a result of negotiations with carriers and obtain one time rate tenders.
You will provide traffic management guidance for the movement of material/equipment in support of units deployed worldwide.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Leading or overseeing a shipping department by providing guidance on projects, planning, and coordination. Examples of qualifying experience include: Understand and process appropriate freight classifications with the most economical rates and routes for our customers; demonstrating working knowledge of traffic management regulations, policies, and procedures; preparing shipping documents, maintaining shipping logs, tracing and expediting shipments, maintaining files of shipping documents, or assembling and preparing reports.

Education
