You will serve as a Traffic Management Specialist for the Naval Sea Logistics Center (NSLC) (NAVSEALOGCENKYPTDIVNUWC MECH PA) located in Keyport, Washington.

Duties

You will perform a wide variety of duties including traffic management, freight classification, and rating. You will determine special services and equipment required for the shipment of various commodities, and the record preparation and maintenance. You will be responsible for the total traffic management functions in support of the Warfare Centers and ensuring effective contribution to the overall mission of the Command while insuring the greatest economies in the expenditure of funds. You will be responsible for all aspects of daily work performance of the traffic management (commercial freight) function. You will determine the appropriate freight classification and most economical rates and routes, consider the suitability of routes for specialized carrier and/or equipment, the desirability of using two or more carriers or modes of shipments You will adapt and implement the traffic management policies, instructions, methods, and techniques for the command through the application of technical expertise. You will establish procedures and controls to insure responsive, efficient, and cost-effective transportation of goods. You will provide advice, assistance and direction concerning transportation matters to this command, tenant activities as well as contractors, carriers, and regulatory bodies. You will apply technical knowledge of freight transportation rules and regulations as they apply to the command’s mission. You will conduct traffic studies and analyses for the Warfare Center. You will be responsible for various functional areas including operating practices of carriers, carriers’ equipment, traffic patterns, security requirements, packing and loading methods, etc. You will collect data, compile statistics, and perform studies concerning rates, tariffs, routings, classifications, schedules, and services. You will establish or modify existing contracts and agreements as a result of negotiations with carriers and obtains one time rate tenders. You will have continual dialogue with HQ, Military Traffic Command (MTMC), Naval Transportation Support Center (NAVTRANS), carrier and freight forwarders to keep abreast of the effects of the constant changes in the transportation industry. You will monitor carrier performance to ensure services and equipment requested are provided. You will provide traffic management guidance for the movement of material/equipment in support of units deployed worldwide. You will assist and guide coworkers with production and accuracy. Monitors and assures production and accuracy requirements are met.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to obtain and maintain a current valid United States driver’s license.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Preparing shipping documents, maintaining shipping logs, tracing and expediting shipments, maintaining files of shipping documents, or assembling and preparing reports for an organization.
