About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Fort Eisenhower, Georgia.
Duties
Serves as primary Continuity Planner for ARCYBER with the responsibility for developing and coordinating the ARCYBER COOP Program.
Provides advice, counsel, and instructions to accomplish assigned functions when necessary. Ensures that the COOP is properly integrated as necessary with other contingency and mobilization plans for the entire ARCYBER area of responsibility.
Maintains contact with key personnel at the staff/command levels in DoD, CYBERCOM, DA, partner organizations, other commands, and the installation to obtain information on COOP policies and requirements.
Provides support to the organizational Emergency Action Plan (EAP) as well as the Disaster Recovery Plan (DRP).
Prepares briefing slides to be used during awareness training for all employees each year. Provides technical documentation for projects to team members and senior leadership.
Serves as the Command Action Officer for preparing and executing COOPEX to include training all key players and Emergency Operations Center (EOC) personnel.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- Incumbent must be able to obtain and maintain a TOP SECRET security clearance based on SSBI with eligibility for access to Sensitive Compartmented Information (SCI).
- Incumbent must be willing to take and successfully pass a Counterintelligence Scope Polygraph (Cl/Poly).
- Temporary duty travel may be required approximately 20% of the time.
- This position is a testing designated position (TDP) in accordance with (IAW) Drug Free Federal Workplace Program.
- As a precondition and continuing condition of employment, the incumbent of this position must, IAW Chapter 5, section II, paragraphs 5-8b and 5-8c(4) of AR 600-85
- (The Army Substance Abuse Program) and DA PAM 600-85 (Army Substance Abuse Program Civilian Services),
- Chapter 3, paragraphs 3-2e and f agree to submit urinalysis testing on a recurring basis. The incumbent is required to sign a DA Form 5019

1. Ensures that the Continuity of Operations Plan (COOP) is properly integrate as necessary with other contingency and mobilization plans for the entire ARCYBER area of responsibility. 2. Maintains contact with key personnel at the staff/command levels in DoD, CYBERCOM, Department of the Army (DA), Partner organizations, other commands, and the installation to obtain information on COOP policies and requirements. 3. Reports command weaknesses, inadequacies, and improvement needed, as well as favorable accomplishment demonstrated by responses to exercise development. 4. Guarantees that mandatory Continuity of Operations Plan (COOP) training is established for all ARCYBER employees.
