The Technical Information Specialist handles requests received by the Office of Business Enterprises, Duplication Services (DS) Section. This is a non-supervisory, bargaining unit position. The incumbent of this position may work a flexitime work schedule. The position description number for this position is 079797. The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.

Maintains liaison with individuals inside and outside the Library of Congress to ensure the proper application of established processes and methods.

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision. Ability to use an integrated library system and equipment.** Ability to interact collaboratively with others exercising judgment and discretion in order to provide reference and liaison services.** Ability to provide reference and research services.** Ability to plan, organize, and execute work.** Ability to communicate in writing. Ability to interpret and apply a variety of guidelines and/or regulations. Ability to communicate effectively other than in writing.

Education

Education (for GS-5 positions): A full 4-year course of study that meets all the requirements for a bachelor's degree with major study in the subject-matter field of the position to be filled.

or

Experience (for GS-5 positions): Four years of experience that provided a knowledge of the basic principles, theories, practices, techniques, and terminology of a discipline or subject-matter field; an understanding of the standard methods, procedures, and techniques of research and analysis in the subject-matter field; and where appropriate, ability to read and comprehend nontechnical material in one or more foreign languages. Such experience must have been equivalent to that which would have been gained through a 4-year college curriculum.

 A combination of education and experience as described above.

Additional Requirements for Positions at GS-09:

In addition to meeting the basic requirements, applicants for positions at grades GS-9 and above must have the amounts of education and/or experience required for the grade level as shown in the following table.

GS-09 - 2 full years of progressively higher-level graduate education or master's or equivalent graduate degree, e.g., LL.B. or J.D., related to the position and or 1 year equivalent to at least GS-7.

Foreign Education – Education completed outside the U.S. must be deemed equivalent to conventional/accredited U.S. education programs to be acceptable for Federal employment. 

If your college/university is outside the U.S., your transcripts must be accompanied by a report from a credential evaluation service that is a member of the National Association of Credential Evaluation Services (NACES) or the Association of International Credentials Evaluators (AICE).

Failure to submit a foreign education evaluation report will result in disqualification of your application.
