The Supervisory MSA, GS-08, has the responsibility for the supervision of all Advance Medical Support Assistant staff within core Mental Health Clinics (GS 6) in the Richmond Veterans Affairs Medical Center (VAMC) Mental Health Service Line. Supervision will include daily supervision of duties, performance appraisals, competency verification, disciplinary review and action, trainings and scheduling.

Duties

Duties include but are not limited to: Works collaboratively with the Mental Health Service AMSA assigned to the MHS Specialty Clinics and other staff members in team to prioritizes deadlines, and adjusts work flow to meet patient needs. Provides input and solves problem on operational issues associated with the Scheduling Directives or procedures, performs follow-up to administrative needs of the Veteran. The incumbent must possess above average customer service skills, advanced organizational skills and work effectively with staff and patients from different backgrounds. The incumbent has working knowledge of VA terminology, appropriate and applicable laws, policies, and guidelines. The Supervisory MSA reviews the work of the AMSA assigned to the MHS Specialty Clinics to ensure that all tasks are accomplished timely, assures that clerks are knowledgeable, and that all initiatives are met, specifically those indicatives related to, but not limited to: Requirements of VHA Scheduling Directives Clinically Indicated Date (CID) and Patient Indicated Date (PID) Guidelines for the Veteran Choice List (VCL) Monitoring and timely completion of Return to Clinic (RTC) order Insurance Card Buffer verification (ICB) process per protocol Clinic access Other initiatives related specifically to MH protocol regarding scheduling The incumbent must complete daily review of active open encounters, team members view alerts, AMSA teams' productivity (during shift and OT hours) and Audiocare communications for accuracy and disposition. The Supervisory MSA is the final arbitrator in assigning clerks to assignment locations, and reassignments through monthly staff meeting and individual counseling. Ensures that the employees of this section are properly informed of all pertinent directive and station policies and procedures. The Supervisory MSA is the final arbitrator of all Core MH AMSA's schedules in Mental Health. The Supervisory MSA functions as the first level supervisor for the Specialty MH clinic AMSAs. They will interview candidates for positions, make recommendations for awards, appointments, reassignments within the Mental Health Service Line. The incumbent plans the work to be accomplished, assigns work to subordinates based on priorities and ensures work is accomplished in an efficient, timely manner, evaluates work of subordinates, and develops ways to improve production and quality of service. The incumbent reviews employees' coordination of patient appointment through computerized patient records systems and ensures all staff can explain necessary appointments to patients. The Supervisory MSA is the approver for leave request for the Mental Health Service Line Medical Support Assistants assigned to the core Mental Health Clinic. Incumbent achieves the objectives of government wide personnel programs, policies, labor management relationships and equal employment opportunities by working effectively with employees and union representatives and evaluates and implements suggestions or ideas for improvement initiated by the service. Incumbent is responsible for extracting, monitoring, and analyzing data in order to provide reports in support of performance measures to Chief, MHSL and AO, MHSL. All other duties as assigned. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Experience and Education: (1) Experience - Six months experience of clerical, office, customer service, or other administrative work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; or (2) Education - One year above high school; or (3) Experience/Education - Equivalent combination of experience and education. English Language Proficiency: MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, part II, chapter 3, section A, paragraph 3j. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: For Supervisory Medical Support Assistant, GS-8: One year of experience at or equivalent to the next lower grade level GS-7. In addition to the Basic Requirements defined above, the incumbent must demonstrate the following KSAs: Ability to provide the full range of administrative and supervisory duties to at least on subordinate MSA supervisor or team leader in a patient support setting which includes assignment of work, performance evaluations, selection of staff, and recommendation of awards and/or advancements. Ability to collaborate, communicate, and demonstrate customer service and interpersonal skills with internal and external customers to ensure quality/continuity of care and ensure compliance with established policies and regulations. Ability to provide briefings, orientations, staff development, and training in a patient support setting. Ability to manage fiscal matters, forecast resource and equipment needs, and identify budget needs. Advanced knowledge of managing or leading patient support staff in a clinic. This includes independently utilizing reference sources, decision making, and empowering the team to collaborate and resolve problems within a complex systems environment. Physical Requirements: The work is primarily sedentary, although some light physical effort may be required.
