The incumbent serves as a Supervisory Medical Support Assistant in Spinal Cord Injury and Disorders (SCI&D) under the Supervision of the Chief, SCI&D. S/he works at the Central Virginia VA Medical Center, Department of Veterans Affairs (VA) Medical Center, Richmond, VA and will supervise multiple clerical staff for the SCI&D service. The incumbent performs duties related to the receipt, intake, and indexing of health and administrative information.
Duties
Supervisory MSAs at this level plan and direct programs at medical centers and have full supervisory responsibility for supervising at least one subordinate team leader or team. Assignments at this level include, but are not limited to:
Assigning and evaluating the work of subordinate staff; resolving complex problems to ensure patient services are met; evaluating new products, equipment, and systems in order to make recommendations for improved operations; identifying educational or training needs; making final decisions on hiring selections; evaluating performance, and taking disciplinary action, when necessary.
The employee has full administrative and professional responsibility for planning and directing the MSA's activities.
Responsible for extracting and analyzing data to provide reports in support of performance measures to senior management.
For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time.
Ensures cross coverage to other clinics as required and may from time to time be required to schedule appointments etc. themselves.
Position also requires coordination with Health Services Administration regarding policies.
Supervisory MSAs plan and organize work as to meet local and VA-wide time frames to complete analysis requirements, reports and special assignments.
The incumbent is responsible for reporting backlogs, difficulties in meeting deadlines, uncooperative physicians, or difficulty in securing information from clinicians or the record.
Is responsible for maintaining the confidentiality of information obtained to carry out required duties.
Routinely communicates with physicians, case managers, therapists and other allied health professional staff using sound interpersonal skills and is constantly aware of the sensitive information.
Otherwise, works independently making decisions based on guidelines, precedents and regulations.
Employee also oversees time and attendance for the department and advises on establishment or dissolutions of clinics in the department through interfacing with the SCI&D clinic management team, Health Information Management (HIMS), Clinical Informatics and any other data management system that impacts, or could potentially impact, work assigned to MSA staff.
Performance is judged in terms of overall effectiveness of operations through broad general objectives, the adequacy and accuracy of the work, timeliness, and conformance to established procedures, policies and instructions, responsiveness to staff and management needs and achievement of performance standards at the direction of the Chief, SCI&D.
Staff at this level are expected to work with a great deal of independence though posses the knowledge and understanding needed to know when an issue or conflict needs to be escalated and have the ability to communicate needs clearly and timely.
This includes independent communication with leaders outside SCI&D, as needed, to achieve the mission effectively.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Experience and Education: (1) Experience - Six months experience of clerical, office, customer service, or other administrative work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; or (2) Education - One year above high school; or (3) Experience/Education - Equivalent combination of experience and education.
English Language Proficiency: MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, part II, chapter 3, section A, paragraph 3j.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: For Supervisory Medical Support Assistant, GS-8: One year of experience at or equivalent to the next lower grade level GS-7. In addition to the Basic Requirements defined above, the incumbent must demonstrate the following KSAs:
Ability to provide the full range of administrative and supervisory duties to at least on subordinate MSA supervisor or team leader in a patient support setting which includes assignment of work, performance evaluations, selection of staff, and recommendation of awards and/or advancements.
Ability to collaborate, communicate, and demonstrate customer service and interpersonal skills with internal and external customers to ensure quality/continuity of care and ensure compliance with established policies and regulations.
Ability to provide briefings, orientations, staff development, and training in a patient support setting.
Ability to manage fiscal matters, forecast resource and equipment needs, and identify budget needs.
Advanced knowledge of managing or leading patient support staff in a clinic. This includes independently utilizing reference sources, decision making, and empowering the team to collaborate and resolve problems within a complex systems environment.

The full performance level of this vacancy is GS-8.
Physical Requirements: The work is primarily sedentary, although some light physical effort may be required.
Preferred Experience: would prefer someone who has experience working with the SCI system of Care, and has understanding of the SCI catchment area system.
