Duties

As a SECURITY COOPERATION SPECIALIST at the GS-0301-12/13 some of your typical work assignments may include: Working in support of the DTRA, On-Site Inspection and Building Capacity Directorate (OB), Building Partner Capacity Department (OB-BP), Mission Support Division (OB-BPM), CWMD Security Cooperation Engagement Program (CSCEP). Serves as a Subject Matter Expert (SME) regarding primarily, but not limited to, NDAA Section 333 Security Cooperation (SC) and other SC authorities as needed. CSCEP is one of the U.S. Government's programs for transferring defense articles, services, and training to our international partners and international organizations. Maintains access to all reporting databases and information systems to include SOCIUM and Defense Security Assistance Management System (DSAMS) (and future successors) in support of SC case writing and management activities in support of CSCEP. Coordinates with DSCA and other SC Stakeholders to assists in in the management of Title 10 Sec. 333 Security Cooperation (SC) case writing and reporting requirements to include assisting the CSCEP PM with budget analysts, legal counsel, foreign partners, and higher DOD authorities as appropriate, to make the 333 cases appropriate for dissemination, submission, approval, reporting on and monitoring them through completion.

Qualifications

You may qualify at the GS-12, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-11 grade level in the Federal service: Skilled at developing, monitoring, coordinating, and integrating Title 10 Section 333 security cooperation cases; Experience working in Security Cooperation, Security Assistance, and/or Foreign Military Sales programs; Experience using security cooperation databases and financial information systems to include Global - Theater Security Cooperation Management Information System (G-TSCMIS) SOCIUM, Defense Security Assistance Management System (DSAMS), and Security Cooperation Information Portal (SCIP), and; Skilled at coordinating, monitoring, and reconciling DTRA's 333 Case funds in accordance with the Security Assistance Management Manual (SAMM). You may qualify at the GS-13, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Expert-level experience overseeing the developing, monitoring, coordinating, and integrating Title 10 Section 333 security cooperation cases; Expert-level experience managing Security Cooperation, Security Assistance, and/or Foreign Military Sales programs; Expert-level experience managing data security cooperation databases and financial information systems to include Global - Theater Security Cooperation Management Information System (G-TSCMIS) SOCIUM, Defense Security Assistance Management System (DSAMS), and Security Cooperation Information Portal (SCIP), and; Expert-level experience managing the coordination, monitoring, and reconciling DTRA's 333 Case funds in accordance with the Security Assistance Management Manual (SAMM). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
