WHAT IS THE HUMAN CAPITAL OFFICE (HCO)DIVISION?

The following are the duties of this position.
The incumbent will serve in a developmental assignment to provide the individual with the knowledge,
skills, and abilities needed to perform the full range of duties as described in the target position
description. As experience and knowledge are gained and competency is demonstrated, the employee is
gradually given more freedom to make independent judgments and decisions.
Conducts detailed analysis of complex functions and evaluates the effectiveness of HCO business
performance operations in meeting established goals and objectives. Finds and develops methods to
resolve or address issues that directly affect the accomplishment of program goals resulting in
improvement in the effectiveness and efficiency of work and program operations.
Serves as advisor to management on organization or program issues related to HCO business
operations based upon analysis of defined measures and metrics. Exercises independent judgment
and discretion in making recommendations to management in the areas of process mapping, strategic
planning, organizational maturity modeling, change management, outcome-based measures/metrics,
and other human capital strategic planning initiatives.
Responsible for the planning, development, coordination, implementation, and assessment of
assigned HCOS projects. Proactively consults with leadership at all levels to identify/define HCOS
needs and requirements relative to the Human Capital Operating Plan. Ensures plans are consistent
with stakeholder requirements, HCO strategies and Service goals and objectives.
Responsible for monitoring the progress of projects and updating all project control systems. As
needed, conducts reviews of projects assigned to ensure compliance with all HCOS requirements and
adjusts accordingly.
This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE GS-11: You must have at least one (1) year of specialized experience equivalent to the next lower grade level (GS-09) in the Federal service. Specialized experience for this position includes: Preparing evaluations for a segment or phase of a broader project or study. Utilizing conventional techniques to gather, assemble, and analyze facts, draw conclusions, and devise alternatives. Experience preparing draft reports and other substantive guidelines and materials; recommending alternatives and/or changes in methods, processes, and techniques to improve program and administrative procedures; performing operational reviews, program evaluations and guidelines pertaining to the effectiveness of line program operations, proposing recommendations, and conducting studies of employee/organizational efficiency and productivity.
OR You may qualify based on education as follows: a Ph.D. or equivalent doctoral degree in a related field of study at an accredited college or university. ORthree (3) full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study OR an LL.M. in a related field.
OR You may qualify with at least one (1) year of combined qualifying education and specialized experience as defined above.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.
