You will serve as a HUMAN RESOURCES SPECIALIST (CLASSIFICATION/RECRUITMENT & PLACECEMENT) in the Business Directorate of NAVAL FAC ENGINEERING CMD WASH.

Duties

You will consult with customers on human resources issues (e.g., strategic workforce development, sustainment, compensation management, organizational design). You will advise managers on creating organization structures to meet the needs of an organization. You will coordinate with multiple parties (e.g., multiple commands, agencies, human resources offices) to resolve human resources issues. You will advise hiring managers how to use internal placement actions (e.g., reassignments, details) to retain and fully utilize employee skills. You will coordinate with senior HR professionals within and outside the agency, managers, supervisors, unions and applicants in the performance of his/her job. You will have knowledge and understanding of Human Resources Laws, regulation and current technologies. You will resolve situations for which past experience or standard procedures exist

Requirements

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a current valid United States driver’s license
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications

GS-11 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Interpreting and applying positions classification standards to determine the positions correct pay plan, series and grade; 2) Providing a wide range of recruitment and placement services from filling hard to fill positions to advising mangers regarding qualification requirements and selection process ; 3) Develops short and long range staffing plans; providing advice on future staffing strategies, including necessity for workforce shaping; 4) Provides classification services and position management support in resolving problems of more than average difficulty for complex hard to fill/one of kind positions; and 5) Performs complex job analysis and determines most efficient methods to fill vacancies and meet human resources needs for the organization serviced. OR GS-09 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties:1) Advising management officials on various types of appointments and their appropriate application; 2) Advising on the personnel procedural and regulatory requirements governing the Human Resources process; and 3) Performing staffing duties such as creating job analysis, preparing recruitment/placement products, issuing referral certificates, and extending job offers. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-11
Have successfully completed a Ph.D. or equivalent doctoral degree. OR Have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree. OR Have successfully completed an LL.M. degree that is related to the position being filled OR Education may be substituted for experience as described in "Qualifications", when combined, is equivalent to 100% of the qualification requirement.
GS-09
Have successfully completed a master's or equivalent graduate degree. OR Two full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D. OR Education may be substituted for experience as described in "Qualifications", when combined, is equivalent to 100% of the qualification requirement.
