This position is located in the HRO at Camp Mabry, Austin, TX. The purpose of this position is to serve as an assistant to the Senior Human Resources Specialist (Information Systems) in managing and maintaining the DOD Enterprise-Wide Automated Human Resources (HR) System called Modern Defense Civilian Personnel Data System (DCPDS).

Duties
As a HUMAN RESOURCES SPECIALIST (INFO SYS) (TITLE 5) with the Texas National Guard, your duties will include, but will not be limited to:
GS-0201-09
1. Performs actions to initiate system on-line and off-line operations and ascertain and document systems status. Provides technical assistance and guidance to staff and line managers, supervisor, the Human Resources Officer, functional chiefs, specialist staff, and clerical staff in the operation, maintenance and capabilities of human resource information system.
2. Provides initial training to newly assigned HRO functional staff to familiarize them with operating remote terminals, coding and inputting transactions, and maintaining system security. Provides training to HRO staff on routine data retrieval from the Customer Support Unit (CSU) and the Regional Support Center (RSC) databases. Assists or leads periodic formal training designed to inform users of current and future changes.
3. Uses data system skills and human resources management and administrative knowledge to assist senior specialist in all aspects of analyzing and managing the automated personnel system. Provides advice on the use of data for compiling personnel and statistical reports and preparing personnel action documents. Applies a practical knowledge of human resources management rules, regulations, policies, and procedures that have impact on or are related to DCPDS.
4. Ensures the integrity and upgrade of system hardware and communications required for continued operations through coordination and cooperation with responsible office, including local area network (LAN) operations. Assists with security management to include performance of access control management, accountability verification and validation of resources, system backup and recovery, virus detection and elimination.

GS-0201-11
1. Exercises technical responsibility for the management of the automated human resources (HR) information system and applies data systems skills and practical HR management expertise to effect smooth operation. Provides technical advice and guidance to Human Resources Officer (HRO), functional chiefs, other HR Specialists, and clerical staff in operation and maintenance and on capabilities available in DCPDS to assist them in their day-to-day decisions and to help them obtain maximum utilization of the automated system.
2. Directs, monitors, and controls operations and maintenance of the DCPDS system. Monitors daily file maintenance through review of system-generated reports, error reports such as Pay Rejects, Pay500 outputs and Batch print files. Oversees daily pickup and distribution of products.
3. Serves as primary representative for training issues related to information systems in HRO. Determines training requirements on all HR and payroll information systems and advises office staff as to the kind and frequency of training deemed appropriate. Develops state training plans and outlines to implement training strategies. Plans, conducts, and evaluates training of HR personnel to include training related to DCPDS and Defense Civilian Pay System (DCPS) payroll routines, modifications, and procedures, Discoverer query statements to produce reports and operation of CPUs and monitors.
4. Consults with representatives of serviced organizations and HRO staff to design, implement, and maintain HRO-unique subsystems. Responsible for monitoring computer equipment to prevent lost or stolen items and promptly reports discrepancies. Evaluates and approves requests from HRO personnel and other interested organizations for special non-routine products. Analyzes Headquarters NGB procedures as they affect HR operations; develops and implements local procedures to accomplish higher headquarters objectives; ensures compliance with such procedures at local level. Uses both the Customer Support Unit (CSU) product and the Regional Support Center product for employing immediate inquiry techniques.
5. Manages the system security management program including performance of access control management, accountability verification and validation of resources, system backup and recovery, virus detection and elimination.

To qualify at the GS-09 level, you must have at least one full year of specialized experience equivalent to the next lower grade level GS-07 or pay band in the federal service or equivalent experience in the private or public sector which includes experience which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs; experienced in performance management and productivity programs; or, advising on process improvement, best practices, and performance techniques; experiences in career counseling; completing or editing performance evaluations; and, conducting educational and skill development personnel course programs; experience in executing personnel programs and Human Resources Information Systems, as applicable to this specific position and its position description which includes: experience applying basic principles, practices, laws and regulations of human resource development sufficient to provide advice to management on the implementation of standardized practices and principles for incorporating career development strategies in to the workplace and to conduct training needs survey and analyze the information and data obtained in order to anticipate human resource development and training needs for specific categories of position that involve fairly well defined and readily understood duties (e.g. administration support and assistance); and experience interacting with all levels of management and labor unions as a strategic business partner in the delivery of human resource development services requiring a broad approach and careful analysis; and experience with other human resources specializations for the purposes of interacting and resolving issues as well as for evaluation of courses in above areas; and experience with multiple automated systems and how they are structured and modified in order to set up validation strategies for reports generated from systems or to troubleshoot when systems do not work.

A Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related
