About the Position: As a Logisitics Management Specialist, you will serve as a Theater Logistics Readiness Program (TLRP) Manager responsible for planning, coordinating, and integrating TLRP objectives in operations, activities and investments (OAI) in support of an organization's Campaign Plan. This position is located at the Logistics Directorate, USSOUTHCOM in Miami, Florida.
Duties
Serve as the program manager for planning, coordinating, and providing execution oversight of the Theater Logistics Readiness Program (TLRP) operations, activities and investments (OAIs) in Central and South America and the Caribbean basin.
Deliver logistics and maintenance support to allied and partner nations (APN) through direct interface with a multi-discipline team ensuring thorough knowledge and understanding of program policies, priorities, objectives, and effects.
Develop plan of actions and milestones that describe program capabilities and focus OAI on achieving desired outcomes.
Provide analysis of the program and identifies gaps, provides courses of action to correct deficiencies, and implements corrective actions.
Collaborate with Security Cooperation Offices (SCOs), Theater Security Cooperation Working Group, and the Operations Research Division and develops TLRP metrics, assessments, and evaluations supporting Campaign Plan and Country Program Monitoring.
Provide the Directorate of Logistics and security cooperation stakeholders new strategic concepts in the development of policy and procedures for TLRP activities in support of the command's Campaign and Strategic Plan.
Conduct special research and produces studies assisting in the development of TLRP policy and operational concepts for future engagements with Allied Partner Nations (APNs).
Participate in USSOUTHCOM security cooperation, joint effects, and contingency planning working groups and operations planning teams to support operational planning, studies, and developing engagement strategies.
Make recommendations on documents related to proposed updates and changes to logistics and maintenance policy from Office of Secretary of Defense (OSD) and Defense Security Cooperation Agency (DSCA) Policy.
Convert research and analysis into strategic initiatives and explores alternatives and concepts for the development of TLRP and highlight complex and/or unprecedented issues that directly support the Command’s ability to perform its missions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must obtain and maintain a determination of eligibility for a Top-Secret security clearance or access for the duration of employment.
- A pre-employment and recurring background investigation that includes contact with all references, employers, co-workers, personal associates, and a review of your driving record, credit history, criminal history, and military service are required.
- The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- This position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the selectee can be terminated with limited appeal rights.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

Specialized Experience: One year of specialized experience equivalent to the GS-13 grade level in the Federal service which includes planning, coordinating, and integrating a Combatant Command theater level program in support of the Campaign and Strategic Plans; AND providing oversight of assigned appropriations and allocating program resources, identifying basic deficiencies, adjusting program priorities, and minimizing risk to mission. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
