This position is located in the Department of Housing and Urban Development, Asst Secretary for Fair Housing and Equal Opportunity.
Duties
As an Equal Opportunity Specialist, you will:
- Contact respondents to serve charges, explains respondent's rights and obligations under the law, and conducts interviews to obtain evidence. Interview recipient officials and representatives, citizen groups, and others to obtain relevant information. Prepare final investigative reports, critically analyzes evidence, assess discriminatory impact, and makes findings and recommendations. Draft subpoenas, when required, to obtain documents, records, or testimony.
- Perform compliance reviews of the fair housing policies/practices of recipients of federal monies, i.e., Public Housing Authorities, Assisted Housing, and other HUD subsidized housing programs. Secure voluntary compliance and/or attempts conciliation with recipients of HUD funds under Title VI, Section 109, Section 504, and Executive Order 11063. If settlement fails, drafts recommendations for further action on charges. Prepare final investigative reports or a standard compliance review format which includes specifying issues, presenting facts germane to those issues, critically analyzing evidence, and making findings and recommendations. Draft letters of determination.
- Develop fair housing plans and strategies to address industry policies and practices or to address areas where existing guidelines have not been effective. Conduct analysis, fact-finding, facilitation, and negotiations to bring about solutions to civil rights problems in a given locality using information technology and the fair housing planning process. Maintain an in-depth, up-to-date knowledge of social and economic trends in local communities as they pertain to the concepts, principles, and methods associated with the various HUD programs. Negotiate resolutions of broad and complex problems where fundamental changes in the policies and operations of the regulated entities are required.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
For the GS-13:
Specialized experience is one year of experience at the GS-12 level, or equivalent that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience includes:
- Conducting housing discrimination complaint investigations, analyzing evidence, preparing final investigative reports and making findings and recommendations; AND
- Conducting civil rights compliance reviews of program participants who receive Federal financial assistance.
Examples of such experience could include:
- Assessing program effectiveness of program participants by reviewing program plans (e.g. Consolidated Plans, Annual Action Plans, etc.) for consistency with program objectives and identifying operational problems and recommending corrective actions; OR
- Providing technical assistance and conducting training regarding the interpretation and implementation of civil rights laws; OR
- Drafting statements on housing discrimination issues and preparing replies to inquiries of a controversial nature or program areas.)
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13 you must have been at the GS-12 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
