This position is located in the Office of the Assistant Secretary for Health (OASH). OASH coordinates public health and science activities across HHS components. Its mission is to protect and promote the public health of the nation through policies and programs that apply science based approaches that enable people to live healthier lives.
Duties
ABOUT THE POSITION
Serves as the Executive Director for Information Technology, with responsibility for serving as the focal point for IT requirements and priorities, including cybersecurity, privacy, enterprise architecture, application development and operations, capital planning, IT infrastructure, and IT support in coordination with the Department Chief Information Officer (CIO). Provide expert advice and collaboration among the operating divisions and staff divisions in developing, promoting and maintaining IT security measures, to adequately and cost-effectively protect sensitive information to meet the department's current and future business needs.
Oversee the implementation and full compliance with federal policies, mandates, regulations, and directives. Defines goals, objectives, plans, and performance measures for IT Services that the organization provides. Promote and stimulate thought on innovative uses of technology and the exploration of new promising technologies or methodologies to provide improved delivery of products and services that foster solutions that enhance organizational performance.

Qualifications
Open to all U.S. Citizens, Federal Competitive Status Candidates, Current SES and SES Reinstatement Eligibles, and SESCDP Graduates. SESCDP graduate candidates may also apply for noncompetitive consideration if applicable.
As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Mandatory Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 or its equivalent with state and local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors will automatically exclude you from further consideration.
All candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. To meet the minimum qualification requirements for this position, you must show IN YOUR RESUME that you possess the Fundamental Competencies, Five Executive Core Qualifications (ECQs) and Job Specific Mandatory Technical Qualifications (MTQs) listed below. Mandatory Technical Qualifications (MTQs)
This position also requires that you possess MTQs that represent knowledge, skills, and abilities essential for success in this role.
1. Experience in driving innovation and deploying change management initiatives for a comprehensive IT program within a large organization.
2. Ability to manage a major IT portfolio of projects, systems, investments, acquisitions and evaluations while listening to the voice of the customer.
3. Ability to build and maintain working relationships and partnerships to support and defend the IT program and budget to high-level officials, other Federal Agencies, the Office of Management and Budget, and Congress.

IF SELECTED, you will be required to complete an ECQ package by drafting narratives for each of the ECQs and be certified by an OPM Qualifications Review Board (QRB) in order to be placed in this position. If you are currently serving in a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed an SES Candidate Development Program approved by the Office of Personnel Management (OPM), you WILL NOT need to draft the ECQs.
Education
Major field of study--computer science, information science, information systems management, mathematics, statistics, operations research, or engineering, or course work that required the development or adaptation of computer programs and systems and provided knowledge equivalent to a major in the computer field.
