This position is located in the Department of Homeland Security (DHS), Immediate Office of the Secretary (IOS). The primary purpose of this position is to interpret and assess the impact of new and revised Congressional legislation on the formulation and execution of budgets; to protect and analyze the potential effects of budgetary actions on attainment of programs. Non-BU: This is a non-bargaining unit position.

Duties

As a Budget Analyst, GS-0560-13/14, your typical work assignments may include: Performs a wide variety of administrative and analytical duties connected with the review, justification and presentation of the budgets for major components of the Department of Homeland Security. Develops recommends and implements budgetary policies affecting the financing and accomplishment of major national programs. As a senior Budget Analyst, the incumbent plans, organizes, and carries out a major, substantive budget for a significant program component. Qualifications

Specialized Experience GS-13 To qualify at the GS-13 level, you must have at least one (1) year of specialized experience equivalent to the next lower grade level in federal service (GS-12) or public/private sector equivalent experience. For this position, specialized experience is defined as: Applying, the concepts, principles, practices, laws, and regulations of budgeting and finance. Expert knowledge of the agency/department and the Federal budget process, and all associated policies, directives, procedures and regulations, to develop and provide authoritative advice and interpretations of legislation, policies and precedents. Knowledge of agency/department's mission, programs, and legislative history to develop budgetary policies, to assist line organization in setting and implementing program goals, to determine how they impact and interact with other programs and budgets of the Department, and other Federal and state agencies. Specialized Experience GS-14 To qualify at the GS-14 level, you must have at least one (1) year of specialized experience equivalent to the next lower grade level in federal service (GS-13) or public/private sector equivalent experience. For this position, specialized experience is defined as: Knowledge of congressional, agency/departmental, and Office of Management and Budget (OMB) budget processes, procedures and requirements to formulate, justify and monitor the execution of the agency's administrative budget and advise agency managers on budgetary alternatives affecting administrative and staffing. High degree of skill in analyzing, interpreting, and applying complex legislative, policy and regulatory decisions to develop budgetary plans, policies, and guidance necessary to make adjustments to the budget. A high degree analytical ability to analyze and compare programs content, cost-benefit, and political viability of alternative budget and program actions. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary.
