The primary purpose of this position is to serve as program analyst and advisor to management and program managers in the AFRL Laser Division performing a variety of budget advisory functions involving the formulation of program level budgets, analytical and evaluative methods, and techniques for assessing execution improving organizational effectiveness and efficiency.
Duties
Accomplishment of all business operations within the division to include all non-technical aspects of the required day-to-day operations such as portfolio execution tracking, planning, program control, contracting and purchasing.
Skills in application of fact finding; investigative techniques; oral and written communications; and development of presentations/reports.
Perform analysis of program budgets, and economic and financial performance studies for substantive R&D programs and support activities.
Formulate, establish, and implement business office financial management/contracting policies, instruction and procedures on all matters relating to programming, cost, budgeting, funding, forecasting and status of funds.
Must review, analyze, interpret, and implement directives and policies from higher echelons.
Identify programs deviating from spend plan and accomplish budget reprogramming actions.
Perform budget formulation/resource detailed analysis work of annual and/or multi-year budget estimates for the division portfolio and programs into a consolidated resource requirement request.
Review organizational historical data and/or projected costs of selected line items with past records to determine trends in spending and forecast annual funding needs.
Assist with contracting acquisition by determining and developing requirements as well as provide contract management oversight.

- The duty location for this position is Kirtland AFB, NM. However, this position is eligible for maximum telework flexibilities. Telework options can be negotiated and implemented after entrance on duty.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade DO-01, or equivalent in other pay systems. Examples of specialized experience includes performing a variety of budget advisory functions involving the formulation of program level budgets, analytical and evaluative methods, and techniques for assessing execution improving organizational effectiveness and efficiency. Understand basic budgetary, financial management and contracting principals/techniques as they relate to long range planning of programs and objectives. Adept with AFRL financial systems/processes utilized to execute funds. Accomplishment of all business operations within the division to include all non-technical aspects of the required day to day operations such as portfolio execution tracking, planning, program control, contracting and purchasing.
