Military membership is NOT required.
This ND National Guard position is for aAUDITOR, Position Description Number T5148P01/T5147P01 and is part of the ND USPFO, National Guard.
Duties
The purpose of the position is to serves as an agent of the United States Property and Fiscal Officer on accounting, financial, and managerial issues that require examination by a financial professional. Performs quick response reviews, consulting and advisory services, risk management, liaison with external audit organizations, audit compliance and follow-up, and a variety of staff and systems accounting duties to analyze accounting records and to enhance the financial reports and operational data used by local management.
Utilizing professional accounting and auditing knowledge, provides recommendations in the solution of accounting and operational problems and implementation of new or changed regulations, procedures and analyses of automated systems.
Reviews automated accounting and financial systems and identifies the need for changes to enhance system capability to track and report financial reports and operational data used by local management.
Performs a variety of internal review assignments of medium complexity that require ingenuity in applying conventional and advanced techniques in gathering and evaluating pertinent data.
In direct coordination with responsible management officials, evaluates the validity of findings and recommendations identified by external audit agencies.
Requirements

- You must be able to obtain and maintain a secret security clearance.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
- Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
- THIS IS A FINANCIAL MANAGEMENT LEVEL 2 Certified position. Failure to obtain this certification within 2 years from appointment. Failure to obtain certification may subject the incumbent to adverse action.

QUALITY OF EXPERIENCE
Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. MINIMUM REQUIREMENTS:
Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE (GS-9): Applicant must possess one year of specialized experience equivalent to the GS-7 grade level in the Federal service which includes experience performing financial audits that included financial statements and financial related audits; various auditing program requirements; abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures.

2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree.
or
A combination of Specialized experience and Education equal to 100% of the requirements.
SPECIALIZED REQUIREMENTS (GS-11): Applicant must possess one year of specialized experience equivalent to the GS-9 grade level in the Federal service which includes experience and competencies that provided knowledge of auditing principles and procedures; understanding of the basic principles and concepts of the audit business program requirements; conduct audits in accordance with directives and policies; study and evaluate internal controls to determine the level of system reliability; and determine audit procedures needed to attain audit objectives in view of system reliability.

3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

A combination of Specialized experience and Education equal to 100% of the requirements.

Part-time or unpaid experience: Credit will be given for appropriate unpaid work on the same basis as for paid experience. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment.
