THIS IS A ND NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. Military membership is NOT required. This ND National Guard position is for a AUDITOR, Position Description Number T5142P01 and is part of the ND USPFO, National Guard.

Duties

Serves as an agent of the United States Property and Fiscal Officer (USPFO) on accounting, financial, and managerial issues that require examination by a financial professional. Performs quick response reviews, consulting and advisory services, risk management, liaison with external audit organizations, audit compliance and follow-up, and a variety of staff and systems accounting duties to analyze accounting records and to enhance the financial reports and operational data used by local management. Performs the most complex analysis and evaluations, conducts a variety of reviews that are usually without precedent, serves as the command representative and point of contact for external agencies, inspections and audits, and exercises oversight and limited technical and administrative supervision over lower-graded IR Auditors. Performs the most complex analysis and evaluations related to all aspects of accounting, management control and risk management. Interprets policies and procedures generated by higher headquarters to include implications of immediate-and long-range management activities, plans and decisions. Performs a variety of reviews that are usually without precedent and require the use of advanced auditing techniques in gathering and evaluating pertinent data. Serves as the command representative and point of contact for external agencies (GAO, USAAA, DODIG, CPAs, etc.) regarding their inspections, surveys, and/or audit findings and recommendations. May direct the daily activities of a small staff assigned to assist in carrying out the operations of the state.

  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • THIS IS A FINANCIAL MANAGEMENT LEVEL 2 Certified position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.

Qualifications

PCS STATEMENT: PERMANENT CHANGE OF STATION COSTS WILL NOT BE PAID FOR THIS POSITION. QUALITY OF EXPERIENCE Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience and/or training must show possession of the knowledge, skills and abilities needed to fully perform the duties of the position. MINIMUM REQUIREMENTS: Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. or Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. Experience must be in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes work directly connected with the production aspects of the field(s) of the position to be filled. *NOTE: Failure to provide transcripts will result in you being rated ineligible for this position. In addition to the basic requirements above, applicants must meet the specialized experience. SPECIALIZED EXPERIENCE: Applicants must have one (1) year of specialized experience equivalent to at least the GS-12 level. Specialized experience is experience which is in or related to the line of work of the position to be filled and which has equipped the applicant with the specific knowledge, skills, and abilities to successfully perform the duties of the position, to include identifying and documenting internal controls, developing test plans, conducting tests of controls, preparing conclusions explaining results of testing, and fully documenting results of reviews and testing Part-time or unpaid experience: Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment.
