THIS IS A ND NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. Military membership is NOT required. This ND National Guard position is for an AUDITOR, Position Description Number T5144P01 and is part of the ND USPFO, National Guard.

Duties

The purpose of the position is to perform audits on a variety of programs and to assess efficiency, effectiveness and compliance with program laws, regulations, and provisions. In a state with 4 or more auditors, serves as an auditor-in-charge of audit programs or difficult audit projects. Synthesizes the work of team members to develop a completed audit product; assesses the progress of subordinate team members in their individual assignments; and provides performance feedback to team members regarding weaknesses and approaches to fact-finding. Such information is provided to a higher-level supervisor for consideration in interim and annual performance appraisals, and assessment of overall program management. Audits projects without precedent or of such a nature as to require original assessment and considerable judgment to develop an audit plan and devise detailed fact-finding techniques. Conducts entrance conferences with management officials at the audit site. Explains the purpose and procedures for the audit and answers any questions. Performs survey work to identify potential operating/financial management problems. Accomplishes audit steps in concert with Government Auditing Standards and Comptroller General Standards and a variety of audit techniques (e.g., interviews, computer assisted, statistical analysis and questionnaires) in gathering, documenting and summarizing data. Prepares working papers and files in accordance with Government Auditing Standards and Comptroller General Standards in an electronic manner, to include use of an Audit Software. Performs audit follow-up on agreed-to findings, recommendations and monetary benefits made during the previous audit. Reports to the command on the status of corrective actions taken by functional activities. Provides unscheduled, quick reaction troubleshooting capabilities to the command to prevent or correct serious, high-profile problems.

  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • THIS IS A FINANCIAL MANAGEMENT LEVEL 2 Certified position. Failure to obtain this certification within 2 years from appointment. Failure to obtain certification may subject the incumbent to adverse action.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.

Qualifications

PCS STATEMENT: PERMANENT CHANGE OF STATION COSTS WILL NOT BE PAID FOR THIS POSITION. QUALITY OF EXPERIENCE Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience and/or training must show possession of the knowledge, skills and abilities needed to fully perform the duties of the position. MINIMUM REQUIREMENTS: Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. or Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. *NOTE: Failure to provide transcripts will result in you being rated ineligible for this position. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes experience performing audits, follow-up audits on a variety of programs, and functions, researching and analyzing organizational charts, and functional manuals; preparing audit reports, identifying flaws in internal control processes and systems, and recommend internal control improvements to management. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11) Part-time or unpaid experience: Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment.
