The purpose of the position is to serve as Program Support Assistant for the Eligibility/Benefits Unit of Health Administration Section at the El Paso VA Health Care System. The incumbent is responsible for a wide range of assignments and provides administrative support to the Unit, and the clinical staff recovery aspects of this position have a direct impact on the reimbursement of the facility.
Duties
Major Duties:
Responsible for interviewing and determining healthcare eligibility for patients
Entering demographic, military service data, (i.e. DD-214), and insurance and income information into Veterans Health Information System and Technology Architecture (VistA).
Verify eligibility/entitlement for benefits of all applicants using various methods including income assessments, military discharge documents, computer hospital inquiries.
Advise Veterans of their entitlement to various medical benefits and discusses co-payment requirements
Utilize extreme tact and diplomacy when explaining complicated laws and regulations.
Provide exceptional customer service by exceeding the customer's expectations.
Actively listens to customers with respect and concern; pays attention to the details of the customer's needs and help the customer arrive at a satisfactory solution to the problem.
Assist Veterans seeking to obtain a Primary Care appointment and assignment to a Primary Care team.
Accurately generates patient data cards for Veterans applying for care using the Veterans Identification Card (VIC) system.
Educates and assists with enrollment of Veterans into the MyHealthe Vet online program.
Assists with coordinating and scheduling Veterans in the New Patient Orientation program/process.
Identifies and collates health insurance information from all applicants for entry into VistA and the Insurance Capture Buffer (ICB)
Files copies of insurance company enrollment identification cards and researches employers as needed to obtain complete data.
Performs duties related to scanning of administrative information documents into the computerized administrative record (VISTA imaging).
Work Schedule: Monday - Friday, 8:00am- 4:45pm

Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
GS-06 grade level: One year of specialized experience (equivalent to the GS-05 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: interviewing and determining healthcare eligibility for patients applying for medical benefits; entering demographic, military service data, (i.e. DD214), insurance and income information into database; determine eligibility/entitlement for benefits using income assessments, military discharge documents and computer hospital inquiries; advise Veterans of their entitlements to various medical benefits and co-payments for services; respond to inquiries from Veterans, facility staff, and other agencies on the application process; ability to work rapidly with high degree of accuracy and under considerable pressure; perform registration, pre-registration, and schedule appointments and provide exceptional customers service.
In addition to meeting experience or education requirements, applicants for these positions must show possession of the following skills, as appropriate:
40 words per minute typing speed.
Applicants may meet these requirements by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency.
There is no educational substitution for the GS-06 level.
