Duties

WHAT IS THE CRIMINAL INVESTIGATION DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Criminal Investigation - Strategy - National Criminal Investigation Training Acadamy (NCITA) The following are the duties of this position at the full working level. Serves as the comprehensive professional level management and program analyst responsible for developing and/or interpreting guidance on program planning, execution, and evaluation. Consults with management, subject matter experts and personnel from outside of the IRS (Treasury, other Federal law enforcement agencies, etc.) to develop and implement improvements to the administration and management of CI, Headquarters programs, projects and operations. Performs a wide range of analytical studies and projects affecting major HQ program areas, including administrative and management policies, program objectives, operations, procedures, and resource use. Compiles and presents oral or written reports to a wide IRS audience. Develops and presents policy changes and recommendations to CI executives and/or senior leadership for appropriate course of action. Works independently or with appropriate subject-matter experts to ensure approved policy and procedural changes are implemented and meeting established goals. Recommends program staffing by conducting work studies; develops changes in methods, procedures and techniques to improve baseline measures based on the evaluation of program and workforce data; and conducts studies of employee/organizational efficiency and productivity and recommends changes that increase the effectiveness and improve the overall administration of the assigned organization, staffing levels, and work methods/procedures. Identifies methods to resolve or address program and/or management deficiencies, develops administrative process improvements, goals, objectives, and milestones and directs the development and execution of employee training relating to program needs. Frequently serves on project teams conducting analytical studies and/or projects to resolve substantive problems or improve effectiveness and efficiency of operating line or administrative support programs. At this level, the incumbent will often serve as a project manager, responsible for assisting lower graded specialist assigned to the project team. Projects and day-to-day activities require the use of basic information technology hardware and software applications (including but not limited to SharePoint, Microsoft Office, Space Time and Resources (STAR), etc. to gather and interpret data, prepare reports, policy statements, action plans, and illustrated presentations for delivery to CI executives and/or senior leadership. This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: GS-07 SPECIALIZED EXPERIENCE: You must have at least one year (1) of specialized experience equivalent to the next lower grade level (GS-05). Specialized experience for this position includes performing operational reviews, preparing program evaluations and providing guidelines pertaining the effectiveness of line program operations. Advising on program staffing and conducting studies of employee/organizational efficiency and productivity. Recommending changes in procedures and techniques to improve baseline measures and organization's work methods. OR EDUCATION: You may substitute education for specialized experience as follows: One year of graduate level education at an accredited college or university in a related field of study. OR Superior Academic Achievement (SAA) may be met by having a Bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last two years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last two years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies. OR COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify with at least one (1) year of combined qualifying education and specialized experience as defined above. GS-09 SPECIALIZED EXPERIENCE: You must have at least one year (1) of specialized experience equivalent to the next lower grade level (GS-07). Specialized experience for this position includes preparing comprehensive program analyses and evaluations pertaining to the effectiveness of program operations. Experience developing changes in methods and conducting studies of employee/organizational efficiency and productivity; planning, coordinating, and establishing operating methods and procedures for accomplishment of project mission; providing guidance for various analytical studies to resolve substantive problems or improve effectiveness and efficiency of operating line or administrative support programs. OR EDUCATION: You may substitute education for specialized experience as follows: Master's or equivalent graduate degree in a related field of study. OR Two full years of progressively higher level graduate education leading to a master's degree in a related field of study OR LL.B. or J.D., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify with at least one (1) year of combined qualifying education and specialized experience as defined above. GS-11 SPECIALIZED EXPERIENCE: You must have at least one year (1) of specialized experience equivalent to the next lower grade level (GS-09). Specialized experience for this position includes preparing evaluations for a segment or phase of a broader project or study. Experience utilizing conventional techniques to gather, assemble, and analyze facts, draw conclusions, and devise alternatives; preparing draft reports and other substantive guidelines and materials; recommending changes and/or alternative methods, processes, and techniques to improve program and administrative procedures. Experience performing operational reviews, program evaluations, and guidelines pertaining to the effectiveness of line program operations and proposing recommendations and conducting studies of employee/organizational efficiency and productivity. OR EDUCATION: You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree in a related field of study at an accredited college or university. OR Three (3) full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study OR LL.M. if related OR COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify with at least one (1) year of combined qualifying education and specialized experience as defined above. GS-12 SPECIALIZED EXPERIENCE: You must have at least one year (1) of specialized experience equivalent to the next lower grade level (GS-11). Specialized experience for this position includes demonstrated accomplishment of evaluative and analytical methods to identify and measure accomplishments and progress, revise methods and develop new approaches to information gathering; experience with project management techniques to plan, schedule, and conduct complex projects; mission, organization, work processes and related administrative activities to identify actual or potential problem areas, trends, deficiencies, or other similar factors affecting operations. In addition, budgeting methods and techniques to prepare analyses and estimates and oral communication techniques to present findings and negotiate solutions. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
