The primary purpose of this position is to serve as a first level Technical data management specialist supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to an AFLCMC Directorate organization.
Duties
Lead development of plans and procedures for the acquisition and management of technical data..
Develop Technical Data acquisition and sustainment contract strategies.
Maintain responsibility for the delivery of Technical Data review and acceptance requirements.
Represents the organization with a variety of functional area organizations.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in using expert knowledge of technical and data management policies as specified in Air Force regulations, manuals, military specifications and standards, and organizational directives. Knowledge of contractor estimating and pricing techniques as related to proposal evaluation. Knowledge of and skill in the use of principles of negotiations as required to reconcile diverse opinions that can arise from conflicts in engineering change proposals and contract change proposal evaluations, including contracting, data, engineering data, and audits. Knowledge of the SPO`s and contractor operations and familiarity with the various management and technical abilities involved sufficient to enable an understanding of technical and procurement terminology and procedures. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the applicable principles, concepts, policies, practices, functions, programs, and systems applicable to the duties of Technical Data management; sources, responsibilities, and means for providing assistance and advice to resolve Technical Data management problems; and all aspects of Technical Data management support.
2. Knowledge of logistics life cycle acquisitions, material support programs and functions to assure that advice, consultation and policy guidance provided meets required objectives.
3. Skill in application of concepts of automated systems and data standardization requirements, procedures, projects, documentation, techniques.
4. Ability to identify, analyze, and translate complex information, make appropriate judgments, and evaluate options.
5. Ability to communicate both orally and in writing, and clearly present issues and recommendations.
6. Ability to establish and maintain effective working relations which foster cooperation and teamwork.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
