This position is located in the Office of Health Informatics, Clinical Informatics and Data Management Office, Applied Informatics End-User Support Services Field Preparation and Readiness. The incumbent is responsible for development and enhancement of change management activities in collaboration with the VA Electronic Health Record Modernization Integration Office (EHRMIO) to engage with VISN and Facility staff.

Duties
MAJOR DUTIES:
As a Senior Change Management Specialist, plays a key role in the execution of all field-facing change management activities for all end-users being impacted by EHR modernization at the Facility, VISN, and National level under their purview.Ensures the change management activities deployed across the organization in service of successful end-user adoption, which will be tracked through change management specific evaluation.Maintains an active network of regional, national and international thought leaders and futurists in healthcare, business, informatics, and technology, to ensure continual discussion regarding the most up to date perspectives on field-facing change management activities are considered and potentially applied as appropriate.Serves as an authoritative source and advisor in system and leadership factors that impact the ability to provide effective change management services within an organization throughout all phases of EHR deployment and sustainment. Specific areas include achieving cultural transformation, resistance management, coalition building, active and visible support for change, communications strategy and planning as each relates to aspects of change management at the organizational level.Provides consultative services to the VISNs and Facilities under their purview to ensure the accuracy of organizational assessment, diagnosis, and intervention strategies as well as templates and procedures for the facility considerations and human interaction considerations within employee experience mapping processes.Builds long-term sponsor capability for leading change management within VHA for a modernized EHR, to include consultation to build and evolve data systems to support decision making, use of feedback to improve deployment efforts, and identification and reduction of internal administrative barriers to quality change management practices and performance assessment.Identifies, develops, and monitors of key metrics measuring the successful implementation of EHRM, to include using existing data systems and working with other measurement and evaluation entities to demonstrate the overall impact of EHRM Field-Facing Change Management.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/27/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS14 position you must have served 52 weeks at the GS13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. At least five years of experience leading interdisciplinary teams in the development, implementation, and evaluation of clinical and/or operational programs within VAMCs, VISNs, the National VA Enterprise, with a specific focus on preparing for and facilitating the transition to new EHR systems.
Demonstrated critical understanding and hands-on experience with EHR/EMR systems over at least five years, including the integration of these systems into complex clinical and operational settings, and the ability to lead successful adoption and optimization of workflows supported by these systems.
Proven track record of at least five years in building and maintaining strategic partnerships with facility and VISN operational leaders, contributing to the formulation and execution of strategies aimed at optimizing clinical outcomes, patient safety, and knowledge management within the context of EHR deployment and sustainment.
Individual Occupational Requirement: Positions in the occupational series 0671 MUST MEET 1 of the following bullet points:
Possess an Undergraduate or Graduate degree with a major field of study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR
Possess progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
OR
Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in leading the deployment and integration of Electronic Health Record (EHR) systems within large healthcare organizations. The ideal candidate will have demonstrated success in driving interdisciplinary teams towards achieving clinical and operational excellence through innovative EHR solutions. Experience should include direct involvement in assessing the impact of information technology on clinical workflows, facilitating stakeholder engagement throughout the overall lifecycle of the modernization effort, and developing strategic approaches to optimize clinical outcomes in the context of EHR deployment. A critical understanding of EHR/EMR systems, workflow standardization, and change management methodologies, as well as a proven track record of fostering partnerships with operational leaders to enhance patient safety, standardization, and knowledge management, is essential.
