The position is located in the Administrative Services Division (ASD), Office of Security Management (SM), Construction, Facility, and Security Management Directorate (CFSM), Bureau of Overseas Buildings Operations (OBO). The position serves as a Site Security Manager responsible for providing security administration oversight and direction at a specific job site throughout the lifespan of a construction project.
Duties
Ensures projects are completed by Congressional Certification regarding the security of the Controlled Access Area (CAA) of the building and the integrity of physical security measures necessary for protection of personnel.
Resolves complex security problems for bureau-wide applications. Develops security related policy consistent with best practice methods and procedures to resolve problems involving the most complicated interpretation of regulations.
Responsible for developing, implementing, managing, and monitoring policies, instructions, and procedures for the physical, and technical security programs to reduce vulnerabilities and ensure compliance.
Coordinates specific technical inspections at appropriate points in the construction effort , and guides visiting engineering teams in conducting such inspections over specific areas of the job site.
Provides for the protection of classified documents pertaining to the construction effort , including reference drawings, architectural renderings, architectural and
engineering drawings, and classified portions of the site plan.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience serving as a technical authority for the development and interpretation of security guidelines and regulations that address security measures.
Experience applying principles of architect building construction, and materials engineering in order to ensure security concerns are fully integrated into the overall construction plan and effort.
Experience formulating and managing budgets and directing the expenditure of funds in accordance with guidelines.
Experience implementing, maintaining, and developing multiple rings of security on an active embassy compound and a green construction site ensuring the security of construction projects and the protection of classified information.
There is no substitute of education for specialized experience for the GS-14 position.
