This is a TEMPORARY, INTERMITTENT position located in the Office of International Religious Freedom, which reports to an Ambassador at Large for International Religious Freedom and the Under Secretary for Civilian Security, Democracy, and Human Rights. The office is responsible for formulating and implementing policy pertaining to international religious freedoms and efforts to end anti-Semitism.
Duties
Reviews the draft religious freedom reports prepared by embassies/desks and makes extensive revisions to ensure their accuracy, uniformity, credibility, and comprehensive coverage as required by law.
Explains the U.S. government religious freedom policy with respect to the content and format of the reports. Coordinates with the relevant post(s) on items that are unclear and the insertion of new items or language.
Oversees the entire process of producing the reports, carefully tracking progress and ensuring that reports move through the clearance process and all assigned reports are completed well in advance of the congressionally mandated deadline.
Collaborates with other teams and advises team members on strategies to handle difficult situations dealing with workflow, style guidelines, assignments, and other editing responsibilities.

Qualifications
Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience compiling broad political dimensions of sensitive issues that arise from the impact of the religious freedom reports.
Experience writing and editing, command of sources and research methods to develop information on programs, policies, functions, and research of the agency.
Experience managing the reporting process ensuring comprehensiveness as well as technical and substantive accuracy.
There is no substitute of education for specialized experience for the GS-14 position.
