Serves as a Program Analyst to Regional GSA Management, and is responsible for providing in-depth analysis on a variety of subject matter involving the evaluation of GSA programs.Location of position: Public Buildings Service, Portfolio Services Division, in Region 7.
Location will be determined at selection.
We are currently filling two vacancies, but additional vacancies may be filled as needed.
Duties
At the full performance level, monitors, evaluates and/or executes assigned programs and initiatives. Analyzes and evaluates (on a quantitative or qualitative basis) the effectiveness of program operations in meeting established goals and objectives. Performs cradle to grave analyses, develops life-cycle cost analyses and develops recommendations for improving the efficiency and effectiveness of the management of the program and initiatives.
Performs studies requiring evaluation and identification of a variety of operational problems, evaluating alternative solutions and recommending appropriate action. Conducts analytical studies that are of special interest to specific functional activities or programs, and participates in sensitive aspects of the program. Studies oftentimes include evaluation of data that is sensitive in nature. Reviews, evaluates and monitors the progress of regional program areas in accomplishing objectives by appraising performance, progress, program status and trends against approved objectives and program goals and schedules.
Prepares and/or conducts briefings for higher level management to explain the specific analysis of subject matter, as well as to provide recommendations or action plans and provide guidance and/or direction for implementation. Makes recommendations for the development or modification of program objectives and resource utilization to achieve the established goals, and to improve the performance of operating.

The GS-11 base salary range starts at $62,107 per year (locality pay will vary).
To qualify, you must have at least one year of specialized experience equivalent to the GS-9 level or higher in the Federal service. Specialized experience is experience using analytical and evaluative techniques; utilizing qualitative and quantitative analysis; and conducting research and gathering statistical data.
OR
Education: Have 3 years of progressively higher-level graduate education leading to a Ph.D. or a Ph.D. or equivalent doctoral degree. This education provided you the knowledge, skills, and abilities necessary to do the work of the position
OR
Combination of Education & Specialized Experience: Applicants must have a combination of graduate level education (beyond the Bachelor's Degree) and specialized experience (as described above) that together meet the qualification requirements of this position.
The GS-12 base salary range starts at $74,441 per year (locality pay will vary).
To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service. Specialized experience is experience performing work which requires examining organizational processes and procedures using a variety of objective (qualitative/quantitative) tools and analysis, and recommending appropriate modifications to further program goals and objectives.
