The Department of Homeland Security (DHS) is recruiting for a Deputy Associate Director in the Cybersecurity and Infrastructure Security Agency (CISA), Cybersecurity Division (CSD) to lead and support the Mission Engineering (ME) Branch in the mission to collaborate with partners across the government and private sector to enhance the Nation's cybersecurity. This position is in the DHS Cybersecurity Service.

Duties

As Deputy Associate Director, Mission Engineering (ME) in the US Department of Homeland Security (DHS) Cybersecurity and Infrastructure Security Agency (CISA), Cybersecurity Division (CSD) you will oversee administrative functions of the Mission Engineering (ME) Branch including activities, communications, and operations central to the mission to collaborate with partners across the government and private sector to enhance the Nation's cybersecurity. As a DHS Cybersecurity Service employee on the Executive Track at the Cybersecurity Executive career level, you will apply your technical and executive leadership expertise to: Serve as a technical expert and principal advisor to the Associate Director for ME on all programmatic matters affecting the Branch. With the Associate Director, decision-making authorities and establishes vision and direction for ME's cyber and cyber-related resources and/or operations. Assist in a line capacity in managing and directing ME cybersecurity programs and their supporting service organizations. Develop and maintain DHS, CSD and ME strategic plans and oversee policy standards and implementation strategies to ensure procedures and guidelines comply with cybersecurity policies. Conduct long-range, strategic planning efforts with internal and external partners in cyber activities, including defining and integrating current and future mission environments. With the Associate Director, leads, coordinate, communicate, integrate, and be accountable for the overall success of the program, ensuring alignment with agency or enterprise priorities. Establish and maintain communication channels with stakeholders, including managing the overall service provided to a customer end-to-end and internal relationships with information technology (IT) process owners. Exercise a full range of supervisory and personnel management authorities and responsibilities in directing work of subordinate staff, including guiding and evaluating subordinates' work to assure balanced workload and timely responses to assigned actions. Provide advice, counsel, or instruction to employees on both work and administrative matters. Develop job descriptions and assigns work to subordinates based on priorities, as well as determines selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Establish ME performance standards, evaluates performance, recommends training and development, and recognizes high quality performance. Promote compliance and ensures that all personnel actions are taken in accordance with the Federal government's personnel laws and regulations and Equal Employment Opportunity (EEO) program policies. Requirements

  • You must be a U.S. Citizen or national.
  • You must be 18 years of age.
  • Must be registered for the Selective Service (if you are a male).
  • Must be able to obtain and maintain a Top Secret/SCI security clearance
  • Must be able to submit to a drug test and receive a negative result.
  • Must be able to comply with ethics and standards of conduct requirements, including completing any applicable financial disclosure.
  • May be required to serve a 3 year probationary period.

Cybersecurity Executives generally: 15 + years of cybersecurity work experience, 5+ years of leadership experience, and Are capable of serving as an executive-level cybersecurity manager who serves as a Component senior functional authority--or DHS-wide leader--and oversees multiple, highly visible Component or DHS cybersecurity programs. Applicants for this position should possess the following: Experience architecting, engineering, and fielding cybersecurity technical solutions leveraged by multiple customer organizations (e.g., managed service, product offering, multi-enterprise capability) A demonstrated ability to collaborate across organizational lines in a complex and dynamic organization, including the ability to translate between strategic stakeholders and deeply technical staff to drive consensus. A comprehensive understanding of the cyber threat landscape, emerging cyber issues, cybersecurity technology market, and challenges faced by governmental and private industry partners.
